Jun 19, 2026 at 12:22 PMThe Sustainable Shipping Initiative (SSI) has emphasized in London the need to overcome the governance blockade between the Hong Kong and Basel Conventions. According to the SSI, this blockade, which has hindered responsible investment in ship recycling facilities since 2011, can no longer be justified by the existing evidence. The SSI calls on the negotiators of the Open-Ended Working Group (OEWG-15) of the Basel Convention to establish the International Maritime Organization (IMO) as the central technical contact for the Hong Kong Convention.
Demands on the negotiators
The SSI appeals to the negotiators to formalize a joint technical work stream. This should connect the experiences from the MEPC 83 phase with the analytical results of the working group prior to COP18 in Panama City in April 2027.
According to recent research by the SSI conducted in Alang, India, there is now evidence from a certified ship recycling facility in South Asia that confirms the effectiveness of the Hong Kong Convention. This evidence shows, according to the SSI, that compliance with the Convention leads to improvements in safety and environmental protection.
