Realignment of leadership at IRS
Apr 7, 2026 at 10:01 AMThe British International Freight Association (BIFA) has appointed Richard Catt as the regional representative for Southeast England. This new position has been created to strengthen regional collaboration and better support corporate members in Kent and East Sussex. Catt takes over the responsibilities from Paul Newman, who will focus on BIFA members in East Anglia and East London.
Richard Catt brings extensive experience from the industry. He is already a member of the BIFA Council and the Customs Policy Group. In the past, he held leadership positions at PSL Group and Rhenus Logistics after Rhenus acquired PSL in 2019. He is currently a director at ALS Brokerage Service and will continue to serve in this role.
Catt has comprehensive knowledge in customs clearance and is a member of the Joint Customs Consultative Committee (JCCC), a forum supported by HMRC that has been in existence since 1969 and addresses changes in customs procedures and documentation. Additionally, he is active in several industry organizations, including the Southern Road Corridor Working Group (SRCWG), the Freight Liaison Group (FLG), and the Intermediaries Task Force Group (ITFG).
Steve Parker, BIFA’s Director General, expressed his pleasure at Catt’s appointment: „We are delighted to welcome Richard as our new regional representative for members in Kent and East Sussex. With his broad experience in freight forwarding, he will be a valuable source of knowledge on customs issues that will significantly benefit our members in the region as they navigate the ongoing changes in border processes.“
The team of seven regional representatives at BIFA supports and engages with the organization’s members across the United Kingdom and acts as local contacts in their respective regions.
