Mar 23, 2026 at 11:07 AMThe Port Authority of Long Beach has announced a restructuring of its leadership to enhance the port’s performance and resilience. These measures aim to leverage existing strengths and identify new opportunities for improved efficiency.
Dr. Noel Hacegaba, CEO of the Port of Long Beach, stated that the changes in the leadership structure are intended to bring both short-term and long-term benefits to the port team. „We will be able to act more quickly and effectively, providing our customers, partners, and community members with top-notch service while building the port of the future according to our vision for 2050,“ said Hacegaba.
The restructuring includes the promotion of two executives as well as significant changes in the management hierarchy. These adjustments are designed to equip the team with new tools to ensure optimal leadership practices while creating new opportunities for innovation and collaboration. Hacegaba emphasized the importance of providing the team with every opportunity to succeed in the industry.
The Long Beach Harbor Commission recently approved the establishment of a new Office of Organizational Efficiency. Khristina Jason (left), the current Director of Human Resources, has been appointed to lead this new office. In this role, she will report directly to Hacegaba and will spearhead new initiatives for the development of the port’s 600 employees and strengthen connections to the business community, particularly with small businesses.
Additionally, the Commission is considering the appointment of a Chief Administrative Officer (CAO) on Monday, March 23, 2026. This newly created position will also report to Hacegaba and oversee four of the six port offices – Trade Services, Engineering Services, Finance & Administration, and Planning & Environmental Affairs. Casey Hehr (right), the current Executive Director of Trade Services, is a candidate for the promotion to CAO.
The Office of Strategic Advocacy, led by Managing Director Eleanor Torres, will continue to report to Hacegaba and assist him in managing the port’s strategic partnerships.
Hacegaba, who became CEO of the port on January 1, 2023, emphasized the importance of collaborating with the Harbor Commission to implement the vision for 2050, which envisions doubling cargo volume. Frank Colonna, President of the Commission, expressed his appreciation for the close collaboration with Hacegaba and highlighted that his commitment to communicating plans and proposals is crucial for the Commission’s decision-making.
The current structural improvements represent a new approach that goes beyond the typical restructurings many organizations use to revitalize their operations.
