Jan 9, 2026 at 11:02 AMThe Pasha Group has appointed Cary Davis as the new Vice President of Government Affairs. In this role, Davis will lead the areas of advocacy and corporate communications. His responsibilities include maintaining relationships with federal, state, and local authorities, as well as collaborating with industry and other stakeholders. He will also be responsible for media relations and strategic communication to support the company’s long-term growth and service to customers and communities.
Davis brings extensive experience in maritime policy, infrastructure financing, and public relations. He will work closely with the company’s leadership to advance the interests of the Pasha Group with policymakers, the press, and the public.
Experience and Background
George Pasha IV, President and CEO of the Pasha Group, commented on Davis’s appointment: “Cary’s unique combination of political expertise, legal know-how, and leadership experience in the maritime industry makes him a valuable addition to the Pasha Group.” Pasha emphasized that the company aims to strengthen its leadership during a critical phase of U.S. shipping, characterized by modernization, public-private investments, and regulatory changes, to better support customers, employees, and communities.
Prior to his role at the Pasha Group, Davis served as President and CEO of the American Association of Port Authorities (AAPA), one of the leading trade associations in the Western Hemisphere, representing hundreds of seaports and maritime companies in the U.S., Canada, and Latin America. During his six-year tenure, he secured funding amounting to several billion dollars for maritime infrastructure and advocated for beneficial industry regulations.
Davis has also worked as a Presidential appointee at the U.S. Department of Commerce, where he collaborated with American companies in shipping, the automotive industry, manufacturing, mining, and steel production on initiatives to bring manufacturing back to the U.S. Additionally, he was involved in legal and legislative work for Congressman Dan Donovan, helping to secure hundreds of millions of dollars for the security of critical infrastructure.
Davis has testified before Congress on issues such as shipping, trade, and security, and has been quoted in major media outlets such as *The New York Times*, BBC, *Politico*, *Bloomberg*, CNN, C-SPAN, *Newsweek*, and *Breitbart* on matters related to supply chains, the economy, and public policy.
He is also a board member of the Propeller Club of Washington, D.C. Davis holds a Juris Doctor and a Master’s degree from the University of Pennsylvania, as well as a Bachelor of Science from the University of Pittsburgh. In his free time, he enjoys spending time with his family, playing golf, and being active in nature.
