Jul 6, 2026 at 12:14 PMFIATA, the International Federation of Freight Forwarders, informs about a legal change in Romania that, according to the organization, could have far-reaching consequences for road freight transport and logistics: In late June 2026, the Romanian Parliament passed Law No. 100/2026, which establishes a legal framework for loading and unloading responsibilities in commercial road freight transport. The regulation will come into effect on July 24, 2026.
New legal framework for loading and unloading obligations
The new legislation defines the loading and unloading obligations among various stakeholders in the transport sector, including transport operators, shippers, receivers, and freight forwarders. One element of the law is the principle that driving personnel should not be routinely required to perform loading and unloading tasks.
According to FIATA, the introduction of the law was necessary because many professional drivers in Romania have been frequently burdened with loading and unloading tasks over the years, whether contractually or in practice, even though these tasks often did not fall within their professional duties. This situation has led to various operational and safety-related challenges. These include increased risks for occupational health and safety, longer waiting and driving times, as well as disputes over liability for damaged cargo. The discrepancy between contractual obligations and actual operational practice also posed a problem, according to the association.
