Jun 29, 2026 at 9:23 AMThe European Commission has taken steps to prevent shipping companies from being charged multiple times for the same emissions. However, according to a statement from EmissionLink, an integrated emissions management service, clear guidelines are needed to ensure the practical implementation of these measures.
Complexity of regulations
According to the company, the shipping industry is already facing a complex regulatory environment: With the implementation of the EU Emissions Trading System (EU ETS) and the FuelEU Maritime initiative, as well as the efforts of the International Maritime Organization (IMO) to introduce a global net-zero framework, the situation becomes even more complicated. Each of these systems has different requirements, timelines, and calculation methods. EmissionLink points out that without detailed guidelines, avoiding double CO₂ costs poses a challenge.
A ship operating in European trade may simultaneously be subject to the regulations of the EU ETS, the requirements of FuelEU Maritime, and the future CO₂ targets of the IMO. The obligations are not always clearly assigned, and the calculation of emissions data is not uniform, as the company reports. This could lead to shipowners not only paying twice for the same emissions but also facing multiple reporting, double calculations, and parallel compliance processes.
Need for Precise Emissions Data
According to EmissionLink, the importance of accurate and auditable emissions data is increasing in this context. However, the company emphasizes that data alone is not sufficient. Owners and operators must also possess the expertise to interpret this data within the various regulatory systems and make commercial decisions. The company claims to have already supported over 600 ships in providing FuelEU emissions data, gaining insights into the compliance challenges for different types of vessels and operational profiles.
„The industry needs to know how EU and IMO obligations will be reconciled, how equivalent payments will be recognised, and what evidence shipowners will need to prove that the same tonne of emissions has not been penalised more than once.“
