This is stated in a report commissioned by five major shipping companies, as announced by the Port of Rotterdam. The companies CMA CGM, Evergreen, Hapag-Lloyd, Maersk, and MSC view OCCS as a promising solution for reducing CO₂ emissions in shipping, particularly in combination with low-carbon and carbon-free fuels.
The urgency for developing decarbonization solutions remains, according to the Port of Rotterdam, even after the International Maritime Organization (IMO) postponed the introduction of the target system for zero-emission shipping (NZF). The report by DNV aims to provide insights into the possibilities of CO₂ capture onboard ships and highlights the potential of this technology. The port also emphasizes the need for a clear legal framework to promote implementation and investment.
Development of the CO₂ value chain
The report was initiated after the Port Authority of Rotterdam brought together more than 25 stakeholders in 2025 to support the development of the CO₂ capture and storage chain. A central aspect of the study is the physical value chain, which includes the development of a liquid CO₂ chain (LCO₂). In this process, CO₂ is captured onboard ships, liquefied, and then transferred to ships in ports. These ships transport the CO₂ to temporary storage terminals in Rotterdam and Singapore before it is directed to final storage sites.
Another focus of the report is on CO₂ reduction and the economic opportunities in the downstream sector. Using DNV’s „Greenhouse Gas Pathway Model,“ the capacity to reduce emissions as well as the throughput capacity of the fleet is analyzed. The shipping companies also emphasize that investments in CO₂ storage facilities, transport capacities, and permanent storage facilities can only be realized if supportive regulations are introduced in a timely manner.
