Apr 5, 2025 at 12:33 PMThe feasibility study “KV-Stat” aimed to identify data needs regarding Combined Transport (KV) from market participants and public authorities, and based on this, to determine the content and technical requirements for the development of a demand-oriented intermodal and web-based statistical platform and to assess its feasibility.
(Berlin) Despite the good data situation regarding freight transport in Germany from statistical offices and large amounts of internal company data, the publicly available data on Combined Transport (KV) is incomplete. A broad availability of data is important for strategic decisions and the success control of measures. To promote the use of Combined Transport as an environmentally friendly transport system, more data transparency regarding the current development of KV is needed.
The feasibility study “KV-Stat” aimed to examine the need and technical feasibility of developing a demand-oriented statistical platform for Combined Transport. This statistical platform is intended to fill data gaps in KV by merging public and private data, complementing existing statistical portals. The following sub-goals were pursued in “KV-Stat”: 1) Identification of the KV data stock based on German and selected European public and private sources, 2) Development of a demand-oriented data catalog for KV, 3) Examination of the feasibility of data collection/generation and the willingness to provide data, and 4) Determination of the technical feasibility/architecture for the development of a demand-oriented intermodal statistical platform.
As part of the feasibility study, various participation formats such as interviews, workshops, and surveys were conducted, and test data were analyzed and evaluated. In addition to identifying data needs, content, technical, and organizational requirements for a KV statistical platform were determined and examined to increase both the willingness to provide data and the willingness to use it, and a communication concept was created. As a result, a technical requirement catalog for the development of a demand-oriented intermodal statistical platform was designed.
The feasibility study concludes that the content and technical prerequisites for the implementation of a KV statistical platform are in place. Furthermore, there are numerous stakeholders who recognize the added value and are willing to support the planned web platform with data provision and usage.

The project “Feasibility Study for the Development of a Statistical Platform for Combined Transport – KV-Stat” was funded by the Federal Ministry for Digital and Transport (BMDV) as part of the innovation initiative mFUND with a total of €163,569.67.
