Mar 31, 2026 at 6:08 AMBrazil’s Ministry of Ports and Airports (MPor) launched the „Agenda Conectar“ on March 24, 2026, a comprehensive government initiative aimed at improving air transport connectivity in the large South American country. This measure aims to expand access to air transport, reduce costs, and enhance service offerings for users. The agenda is being implemented in collaboration with the Ministry of Development, Industry, Commerce, and Services (MDIC), the National Civil Aviation Agency (Anac), and the Air Traffic Control Agency (Decea).
The Agenda Conectar includes a series of measures designed to create a more dynamic and safer business environment to attract new operators and promote investments across the industry. The initiative is supported by around 40 companies from the sectors of services, infrastructure, transport, tourism, and the aviation industry, highlighting the cross-sectoral alignment of the proposals.
Economic and Social Impacts
Minister Silvo Costa Filho emphasized the economic and social significance of the program. „Conectar will allow us to bring aviation closer to the Brazilian population and connect Brazil with the international market, creating jobs and income and strengthening our economy,“ he stated. Pedro Guerra, the chief of staff of the MDIC, highlighted that, in addition to existing instruments to strengthen the production ecosystem, a competitiveness agenda is needed to combat inefficiencies.
The Agenda Conectar aims to strengthen competitiveness, reduce operating costs, and create a stable regulatory environment. This is intended to help address the historical challenges of Brazilian aviation. Costa Filho pointed out that the agenda aims to make air transport in Brazil more accessible and create a competitive environment that attracts investments and generates opportunities.
Strategic Focus Areas of the Agenda
The agenda is divided into several strategic focus areas. The first focus is on opening the market and promoting new operators. Planned measures include expanding air transport connectivity with South American countries, facilitating market access, and strengthening regional aviation. Additionally, investments in public and private airports are planned to create more routes and connections.
The second focus addresses costs, one of the industry’s biggest challenges. The agenda proposes reviewing tax measures, expanding access to credit, and modernizing air traffic management. These measures are expected to directly result in more competitive freight rates.
The third focus aims to ensure predictability and trust. This includes strengthening legal security, reducing litigation, and harmonizing regulations. At the same time, passenger rights will be promoted, and sustainable practices supported.
