De acordo com a Uni\u00e3o Internacional de Transporte Rodovi\u00e1rio e Ferrovi\u00e1rio (UIRR), o novo regulamento oferece a oportunidade de garantir mais e melhores trilhos para trens de carga intermodais transfronteiri\u00e7os e melhorar a confiabilidade do transporte ferrovi\u00e1rio de carga internacional. Essas melhorias foram solicitadas pela ind\u00fastria h\u00e1 muito tempo. O regulamento regula a gest\u00e3o da capacidade da infraestrutura ferrovi\u00e1ria tanto durante a elabora\u00e7\u00e3o do cronograma anual quanto em per\u00edodos de gest\u00e3o de desvios tempor\u00e1rios, que se tornam necess\u00e1rios devido a obras em trechos espec\u00edficos.<\/p>\n<h3>Fortalecimento da voz dos usu\u00e1rios<\/h3>\n<p>A UIRR, em conjunto com outras associa\u00e7\u00f5es, apresentou uma proposta para a cria\u00e7\u00e3o da Plataforma Europeia de Ferrovias (ERP). Esta proposta foi enviada \u00e0 Comiss\u00e3o Europeia juntamente com outras associa\u00e7\u00f5es que representam empresas de transporte de passageiros e de carga, operadores de instala\u00e7\u00f5es de servi\u00e7o, autoridades competentes e outros participantes do mercado. A ERP deve atuar como a voz coletiva dos usu\u00e1rios da infraestrutura ferrovi\u00e1ria e dos atores intermodais, formando uma parte forte e estruturada da nova arquitetura de gest\u00e3o de capacidade, que ser\u00e1 responsabilidade da Rede Europeia de Gestores de Infraestrutura (ENIM). A ENIM liderar\u00e1 o desenvolvimento de diretrizes e regras europeias para a aloca\u00e7\u00e3o de capacidade.<\/p>\n<blockquote>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-31543 alignleft\" src=\"https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26-224x300.jpg\" alt=\"\" width=\"97\" height=\"129\" srcset=\"https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26-224x300.jpg 224w, https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26.jpg 358w\" sizes=\"auto, (max-width: 97px) 100vw, 97px\" \/>\u201cO novo regulamento de capacidade oferece \u00e0s empresas de transporte de carga intermodal a chance <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">de obter mais e melhores trilhos ferrovi\u00e1rios <\/span><\/span><\/em><em><span lang=\"EN-GB\"><span dir=\"auto\">bem como um direito formal de participa\u00e7\u00e3o na <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">formula\u00e7\u00e3o das regras. Instamos a Comiss\u00e3o a aprovar o regulamento de capacidade <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">imediatamente e a complementar esse progresso com uma revis\u00e3o ambiciosa da <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">diretiva sobre transporte combinado.\u201d<\/span><\/span><\/em><\/p>\n<p><span lang=\"EN-GB\"><span dir=\"auto\">Diretor-Geral da UIRR, Ralf-Charley Schultze.<\/span><\/span><\/p>\n<\/blockquote>\n<h3>Urg\u00eancia da aprova\u00e7\u00e3o<\/h3>\n<p>A UIRR pede \u00e0 Comiss\u00e3o Europeia que aprove a proposta para a ERP o mais r\u00e1pido poss\u00edvel. Os usu\u00e1rios da infraestrutura ferrovi\u00e1ria devem ser envolvidos no novo processo de governan\u00e7a desde o in\u00edcio. A reforma da gest\u00e3o de cronogramas (TTR) introduz ferramentas digitais inovadoras e abordagens orientadas para o mercado na gest\u00e3o de capacidade, que beneficiam diretamente os servi\u00e7os intermodais. Essas inova\u00e7\u00f5es facilitam o acesso a trilhos utiliz\u00e1veis e confi\u00e1veis e permitem um melhor planejamento de opera\u00e7\u00f5es transfronteiri\u00e7as com maior previsibilidade.<\/p>\n<h3>Necessidade de moderniza\u00e7\u00e3o<\/h3>\n<p>A UIRR enfatiza que essa moderniza\u00e7\u00e3o \u00e9 essencial para trens de carga intermodais, pois dependem de tempos de tr\u00e2nsito competitivos e de uma coordena\u00e7\u00e3o em rede para oferecer uma alternativa vi\u00e1vel ao transporte rodovi\u00e1rio. Diante das condi\u00e7\u00f5es regulat\u00f3rias em evolu\u00e7\u00e3o, a UIRR solicita \u00e0s institui\u00e7\u00f5es da UE que tamb\u00e9m modernizem o quadro jur\u00eddico para o Transporte Combinado. A diretiva sobre Transporte Combinado, que remonta a 1992 e est\u00e1 atualmente em revis\u00e3o, deve ser atualizada para refletir as condi\u00e7\u00f5es operacionais, comerciais e ambientais atuais no transporte de carga intermodal. Um regulamento de capacidade moderno em combina\u00e7\u00e3o com uma diretiva sobre Transporte Combinado desatualizada deixaria uma lacuna significativa no quadro pol\u00edtico.
