No entanto, essa mudan\u00e7a est\u00e1 estagnada dentro da UE \u2013 n\u00e3o menos devido ao aumento do n\u00famero de obras no contexto da necess\u00e1ria expans\u00e3o da infraestrutura.<\/p>\n<p>Neste contexto, a quest\u00e3o de como garantir que as mercadorias j\u00e1 transportadas por ferrovia permane\u00e7am l\u00e1 e n\u00e3o migrem para a estrada devido a perturba\u00e7\u00f5es ou incertezas torna-se cada vez mais relevante. Especialmente no transporte combinado (KV), onde o transporte de mercadorias ocorre atrav\u00e9s de v\u00e1rios pontos de transfer\u00eancia, como terminais de cont\u00eaineres, e atrav\u00e9s de modos de transporte como estrada, ferrovia e \u00e1gua, esse desafio torna-se particularmente evidente.<\/p>\n<p>Diversos atores \u2013 incluindo carregadores, transportadoras, operadores, empresas ferrovi\u00e1rias e operadores de terminais \u2013 trabalham em estreita colabora\u00e7\u00e3o para processar os transportes de forma eficiente. No entanto, quando ocorre uma perturba\u00e7\u00e3o operacional na ferrovia, \u00e9 necess\u00e1ria uma reprograma\u00e7\u00e3o de curto prazo. Normalmente, existem duas op\u00e7\u00f5es: o uso de uma rota ferrovi\u00e1ria alternativa ou a transfer\u00eancia para a estrada. Na pr\u00e1tica, a escolha da melhor op\u00e7\u00e3o muitas vezes falha devido \u00e0 falta de interc\u00e2mbio de informa\u00e7\u00f5es entre os envolvidos.<\/p>\n<p>Assim, n\u00e3o raramente se recorre \u00e0 estrada, embora um desvio pela ferrovia fosse economicamente, ecologicamente ou socialmente mais vantajoso. A disponibilidade insuficiente de informa\u00e7\u00f5es dificulta decis\u00f5es fundamentadas e pode, em \u00faltima an\u00e1lise, levar a desenvolvimentos ineficientes e prejudiciais para todo o transporte combinado.<\/p>\n<h5>Criar compreens\u00e3o sobre o comportamento dos decisores<\/h5>\n<p>Na primeira etapa do projeto, ser\u00e1 criada uma compreens\u00e3o do comportamento dos decisores ao lidar com perturba\u00e7\u00f5es operacionais. Para isso, devem ser identificados os fatores que influenciam a escolha do desvio e, consequentemente, do modo de transporte, como, por exemplo, a falta de disponibilidade de informa\u00e7\u00f5es.<\/p>\n<p>Para esse fim, ser\u00e3o realizadas pesquisas bibliogr\u00e1ficas e entrevistas com especialistas. Essas informa\u00e7\u00f5es servir\u00e3o, juntamente com os dados dos diversos sistemas da catkin, como base para a constru\u00e7\u00e3o de uma fun\u00e7\u00e3o de utilidade ponderada, que dever\u00e1 mostrar a prioriza\u00e7\u00e3o dos fatores de influ\u00eancia pelos decisores.
