Os armadores devem registrar suas emiss\u00f5es de CO\u2082 e adquirir os certificados correspondentes. No entanto, a implementa\u00e7\u00e3o nacional tardia na Alemanha gerou incerteza. Paralelamente, outros pa\u00edses como Turquia e Reino Unido est\u00e3o seguindo seus pr\u00f3prios caminhos e estabelecendo seus pr\u00f3prios sistemas de com\u00e9rcio de emiss\u00f5es para o transporte mar\u00edtimo.<\/p>\n<p>O resultado: um mosaico de regulamentos com diferentes requisitos, formatos de relat\u00f3rio e prazos. A crescente burocracia consome recursos valiosos, sobrecarrega o pessoal e dificulta a opera\u00e7\u00e3o eficiente dos navios.<\/p>\n<p>Martin Kr\u00f6ger, diretor executivo da Associa\u00e7\u00e3o dos Armadores Alem\u00e3es (VDR), alerta: \u201cNossas empresas n\u00e3o podem se dar ao luxo de ter um departamento pr\u00f3prio para burocracia. Elas devem se concentrar no transporte de mercadorias e na prote\u00e7\u00e3o clim\u00e1tica \u2013 n\u00e3o na busca pelo portal online certo para relat\u00f3rios sempre novos. Precisamos urgentemente de uma simplifica\u00e7\u00e3o das obriga\u00e7\u00f5es de relat\u00f3rio e do fim dos caminhos especiais europeus.\u201d<\/p>\n<p>Al\u00e9m do EU-ETS, os armadores devem cumprir a regulamenta\u00e7\u00e3o FuelEU Maritime a partir de 2025. Esta exige que a intensidade de gases de efeito estufa da energia utilizada pelos navios n\u00e3o exceda certos limites \u2013 mais um obst\u00e1culo burocr\u00e1tico.<\/p>\n<p>Kr\u00f6ger critica: \u201cA regulamenta\u00e7\u00e3o FuelEU \u00e9 bem-intencionada, mas ignora a realidade do setor. As responsabilidades n\u00e3o est\u00e3o regulamentadas de forma pr\u00e1tica.\u201d No transporte mar\u00edtimo, frequentemente h\u00e1 v\u00e1rios atores:<\/p>\n<ul>\n<li>Propriet\u00e1rios de navios,<\/li>\n<li>Charterers, que alugam o navio e fornecem o combust\u00edvel,<\/li>\n<li>Gestores de navios, que s\u00e3o respons\u00e1veis pela opera\u00e7\u00e3o segura.<\/li>\n<\/ul>\n<p>De acordo com a regulamenta\u00e7\u00e3o, no entanto, o gestor do navio deve garantir o cumprimento das normas \u2013 embora n\u00e3o tenha influ\u00eancia sobre a compra de combust\u00edvel. A documenta\u00e7\u00e3o adicional consome mais recursos e aumenta significativamente o esfor\u00e7o administrativo.<\/p>\n<h5>Setor exige uniformiza\u00e7\u00e3o internacional<\/h5>\n<p>A presidente da Comiss\u00e3o Europeia, Ursula von der Leyen, reconheceu a problem\u00e1tica e anunciou uma redu\u00e7\u00e3o da burocracia.
