Como o Conselho Federal observa corretamente na mais recente pol\u00edtica de transfer\u00eancia (p. 74), a &#8220;produtividade e efici\u00eancia&#8221; no transporte ferrovi\u00e1rio de mercadorias s\u00e3o, no entanto, &#8220;insuficientes&#8221;. Portanto, s\u00e3o necess\u00e1rias medidas para mais qualidade e fiabilidade. A necessidade de a\u00e7\u00e3o \u00e9 particularmente urgente nas chamadas linhas de acesso NEAT na Alemanha (Vale do Reno); aqui, as amplia\u00e7\u00f5es de capacidade j\u00e1 contratualmente prometidas devem ser realizadas com urg\u00eancia.
