Durante um per\u00edodo de transi\u00e7\u00e3o, o transporte de mercadorias em vag\u00f5es individuais tamb\u00e9m dever\u00e1 ser apoiado financeiramente. Com isso, o sistema de transporte de mercadorias como um todo deve se tornar mais eficiente e a seguran\u00e7a de abastecimento em todas as regi\u00f5es deve ser garantida. O Conselho Federal aprovou, na sua reuni\u00e3o de 10 de janeiro de 2024, a mensagem sobre a lei de transporte de mercadorias para o Parlamento.<\/strong><\/h5>\n<p>(Berna) O Conselho Federal quer fortalecer as condi\u00e7\u00f5es para o transporte de mercadorias por ferrovia e por barco, para que possam contribuir mais para a seguran\u00e7a de abastecimento em todo o pa\u00eds. Para isso, h\u00e1 um ano, foram apresentadas duas variantes para consulta p\u00fablica. A maioria dos partidos, associa\u00e7\u00f5es e cant\u00f5es apoiou a variante que prev\u00ea condi\u00e7\u00f5es de quadro desenvolvidas para o transporte de mercadorias ferrovi\u00e1rio e a navega\u00e7\u00e3o de mercadorias, al\u00e9m de um apoio financeiro por parte da Confedera\u00e7\u00e3o. Com base nisso, o Conselho Federal agora aprovou a mensagem ao Parlamento.<\/p>\n<h5>Promo\u00e7\u00e3o do acoplamento autom\u00e1tico<\/h5>\n<p>Gra\u00e7as ao acoplamento autom\u00e1tico digital (DAK), o transporte de mercadorias ferrovi\u00e1rio deve se tornar mais simples, r\u00e1pido e econ\u00f4mico. Para a introdu\u00e7\u00e3o do DAK, o Conselho Federal pretende disponibilizar uma vez 180 milh\u00f5es de francos. Outro objetivo \u00e9 a moderniza\u00e7\u00e3o do transporte de mercadorias em vag\u00f5es individuais. O transporte de mercadorias em vag\u00f5es individuais, atualmente operado pela SBB Cargo, desempenha fun\u00e7\u00f5es importantes na log\u00edstica e contribui significativamente para garantir o abastecimento do pa\u00eds com mercadorias. Na sua forma atual, no entanto, n\u00e3o \u00e9 economicamente vi\u00e1vel. Portanto, o Conselho Federal prev\u00ea apoiar financeiramente o transporte de mercadorias em vag\u00f5es individuais por um per\u00edodo de oito anos, para que se torne economicamente sustent\u00e1vel a m\u00e9dio prazo. Para os primeiros quatro anos, ele solicita 260 milh\u00f5es de francos. Est\u00e3o previstos, sem prazo, contribui\u00e7\u00f5es para transbordo e carga, al\u00e9m de uma compensa\u00e7\u00e3o dos custos n\u00e3o cobertos da oferta de transporte de mercadorias solicitada, totalizando 60 milh\u00f5es por ano.<\/p>\n<h5>Promo\u00e7\u00e3o para navega\u00e7\u00e3o e ferrovia<\/h5>\n<p>O Conselho Federal quer fortalecer a navega\u00e7\u00e3o no Reno com v\u00e1rias medidas de apoio e criar as bases legais para a promo\u00e7\u00e3o de propuls\u00f5es livres de f\u00f3sseis na navega\u00e7\u00e3o de mercadorias, bem como em locomotivas de manobra. Com isso, a navega\u00e7\u00e3o e o transporte de mercadorias ferrovi\u00e1rio poder\u00e3o, no futuro, contribuir ainda mais para a seguran\u00e7a de abastecimento em todas as regi\u00f5es. A intera\u00e7\u00e3o entre ferrovia, barco e estrada na log\u00edstica ser\u00e1 ainda mais fortalecida e, em \u00faltima an\u00e1lise, servir\u00e1 tamb\u00e9m para transferir o transporte de mercadorias da estrada para a ferrovia e para o barco.<\/p>\n<div id=\"attachment_25131\" style=\"width: 2570px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-25131\" class=\"wp-image-25131 size-full\" src=\"https:\/\/transportjournal.com\/wp-content\/uploads\/sites\/2\/2025\/12\/17.6.09-104-scaled-1.jpg\" alt=\"\" width=\"2560\" height=\"1702\" \/><p id=\"caption-attachment-25131\" class=\"wp-caption-text\">A navega\u00e7\u00e3o interior tamb\u00e9m deve ser mais promovida na Su\u00ed\u00e7a (Aqui, eclusa de Birsfelden)<\/p><\/div>\n<h5>Compensar totalmente os gastos<\/h5>\n<p>O Conselho Federal quer compensar totalmente os gastos adicionais, de modo que n\u00e3o haja um \u00f4nus adicional para o or\u00e7amento federal geral. Para isso, uma parte da receita da Taxa de Tr\u00e1fego Pesado Dependente do Desempenho (LSVA) deve ser utilizada, que de outra forma fluiria para o fundo de infraestrutura ferrovi\u00e1ria (BIF).
