Os objetivos visam aliviar a infraestrutura portu\u00e1ria com menos viagens de caminh\u00e3o entre os terminais, reduzir os tempos de espera nos terminais e, consequentemente, diminuir as emiss\u00f5es de CO2.<\/strong><\/h5>\n<p>(Hamburgo) O caminho para isso foi preparado pela companhia de navega\u00e7\u00e3o dinamarquesa Unifeeder como iniciadora, a empresa de software de Hamburgo DAKOSY e a associa\u00e7\u00e3o DIHLA DAKOSY de agentes de linhas de Hamburgo (DIHLA). Juntas, elas criaram um processo digital que tamb\u00e9m abrange o tratamento aduaneiro.<\/p>\n<p>Diariamente, ocorrem no Porto de Hamburgo, em grande escala, transbordos de cont\u00eaineres por caminh\u00e3o (transbordo = movimenta\u00e7\u00e3o de cont\u00eaineres entre grandes navios porta-cont\u00eaineres e navios feeder), que n\u00e3o s\u00e3o reencaminhados no mesmo terminal. No total, o Porto de Hamburgo contabilizou em 2021 cerca de 3,3 milh\u00f5es de TEUs em transbordos, sendo que nem todo transbordo resulta em um transbordo. &#8220;Atrav\u00e9s de transbordos relacionados a navios, milhares de cont\u00eaineres podem ser retirados das estradas anualmente. Cada cont\u00eainer que movemos pela via aqu\u00e1tica significa uma economia de CO2&#8221;, sensibiliza o diretor executivo da DIHLA, Alexander Geisler.<\/p>\n<h5><strong>Oportunidades de deslocamento de 50 por cento<\/strong><\/h5>\n<p>&#8220;Para esses transbordos de cont\u00eaineres, vemos um alto potencial de deslocamento da estrada para a via aqu\u00e1tica, utilizando nosso espa\u00e7o de navio existente. Como o maior transportador feeder do norte da Europa, temos em Hamburgo at\u00e9 85 escalas de terminais por semana e, portanto, capacidade suficiente para transportar cont\u00eaineres adicionais dentro do porto&#8221;, descreve Florian Pein, diretor de \u00e1rea para o Oeste e Centro da Europa na Unifeeder, o conceito. O servi\u00e7o desenvolvido abrange transbordos de cont\u00eaineres por navio feeder entre os terminais da HHLA CTA, CTT e CTB, bem como Eurogate e em breve tamb\u00e9m o Terminal Sul-Oeste. A m\u00e9dio prazo, a Unifeeder pretende transferir 50 por cento de seus transbordos de transbordo de caminh\u00f5es para transportadores feeder. Isso leva a uma falta constante de op\u00e7\u00f5es de transbordo e longos tempos de espera no Porto de Hamburgo&#8221;, enfatiza Pein.<\/p>\n<h5><strong>Integra\u00e7\u00e3o no sistema digital de comunidade portu\u00e1ria<\/strong><\/h5>\n<p>As condi\u00e7\u00f5es para o processo digital e a implementa\u00e7\u00e3o aduaneira dos transbordos feeder foram criadas em conjunto pela DAKOSY, DIHLA e Unifeeder. A base \u00e9 o sistema de comunidade portu\u00e1ria operado pela DAKOSY, no qual um novo m\u00f3dulo foi integrado. &#8220;A aplica\u00e7\u00e3o tamb\u00e9m \u00e9 interessante para outros transportadores feeder e pode ser utilizada por eles a partir de novembro&#8221;, enfatiza o gerente de projeto da DAKOSY, Franz Schwanke, e pode relatar ainda: &#8220;O m\u00f3dulo j\u00e1 se mostrou eficaz em testes ao vivo. Durante a fase piloto de tr\u00eas meses, a Unifeeder movimentou cerca de 50 cont\u00eaineres por m\u00eas.&#8221;<\/p>\n<h5><strong>Processamento aduaneiro integrado<\/strong><\/h5>\n<p>O desafio do projeto foi criar as condi\u00e7\u00f5es para o tratamento aduaneiro digital dos transbordos. &#8220;Normalmente, um procedimento aduaneiro de exporta\u00e7\u00e3o deve ser conclu\u00eddo assim que um cont\u00eainer \u00e9 carregado em um navio feeder. Com a inclus\u00e3o da alf\u00e2ndega, agora criamos uma fun\u00e7\u00e3o de integra\u00e7\u00e3o na plataforma de importa\u00e7\u00e3o IMP e na plataforma de exporta\u00e7\u00e3o EMP, com a qual os transbordos podem ser representados de forma aduaneiramente correta&#8221;, aprofunda Schwanke.<\/p>\n<h5><strong>O manifesto de transbordo como chave para o processo aduaneiro<\/strong><\/h5>\n<p>No processo, foi introduzido o chamado manifesto de transbordo. Com isso, o transportador feeder sinaliza por meio de uma interface EDI ou atrav\u00e9s da aplica\u00e7\u00e3o web IMP que deseja realizar um transbordo por navio feeder. Em seguida, uma troca de deposit\u00e1rio \u00e9 acionada automaticamente e nenhum processo de exporta\u00e7\u00e3o \u00e9 iniciado. Com o manifesto, os terminais de partida e chegada s\u00e3o informados sobre o transbordo planejado e, no decorrer, recebem atualiza\u00e7\u00f5es de status. Dessa forma, os terminais tamb\u00e9m podem otimizar seus processos internos.<\/p>\n<h5><strong>DIHLA assume o pr\u00e9-financiamento<\/strong><\/h5>\n<p>O pr\u00e9-financiamento para a realiza\u00e7\u00e3o dos processos digitais necess\u00e1rios para os transbordos feeder foi assumido pela DIHLA. A motiva\u00e7\u00e3o \u00e9 esclarecida pelo diretor executivo, Alexander Geisler: &#8220;Para n\u00f3s, o transbordo relacionado a navios no porto \u00e9 o caminho certo. Os obst\u00e1culos na pr\u00e1tica mostraram que h\u00e1 uma necessidade para isso. Agora, as condi\u00e7\u00f5es para o tratamento aduaneiro digital foram criadas.
