O estudo foi elaborado pelo Instituto da Economia Alem\u00e3 de Col\u00f4nia (IW) e.V. sob a lideran\u00e7a do economista s\u00eanior do IW, Thomas Puls, a pedido da Pro Mobilit\u00e4t.<\/strong><\/h5>\n<p>(Frankfurt\/Hamburgo) O objetivo da verifica\u00e7\u00e3o de fatos era investigar o potencial de transfer\u00eancia da ferrovia no transporte de carga. Depois que cada governo federal pediu repetidamente mais transfer\u00eancias para a ferrovia, era necess\u00e1rio determinar: Quanto transporte de carga a ferrovia realmente pode suportar?<\/p>\n<p><strong>Constata\u00e7\u00f5es centrais:<\/strong><\/p>\n<ul>\n<li>O transporte de carga \u00e9 uma base indispens\u00e1vel e inevit\u00e1vel do nosso bem-estar. Os consumidores est\u00e3o utilizando cada vez mais o com\u00e9rcio online, o que resulta em um aumento do transporte de carga.<\/li>\n<li>A condi\u00e7\u00e3o estrutural e a capacidade da infraestrutura de transporte (estradas e ferrovias) j\u00e1 n\u00e3o atendem \u00e0s exig\u00eancias atuais, e muito menos \u00e0s futuras: aqui n\u00e3o s\u00f3 \u00e9 necess\u00e1rio investir massivamente \u2013 tamb\u00e9m \u00e9 preciso reduzir significativamente o tempo de planejamento e otimizar a organiza\u00e7\u00e3o da execu\u00e7\u00e3o da constru\u00e7\u00e3o!<\/li>\n<li>Diferentes modos de transporte atendem a diferentes mercados: a ferrovia e o transporte fluvial dominam o transporte de cargas a granel em longas dist\u00e2ncias, enquanto o caminh\u00e3o \u00e9 l\u00edder na constru\u00e7\u00e3o, alimentos e transporte de distribui\u00e7\u00e3o em larga escala.<\/li>\n<li>Conclus\u00e3o: O potencial de transfer\u00eancia \u00e9 fortemente limitado. Mercadorias tradicionais do transporte ferrovi\u00e1rio, como carv\u00e3o e produtos de petr\u00f3leo mineral, perder\u00e3o import\u00e2ncia. Devido \u00e0 estrutura das mercadorias transportadas, a transfer\u00eancia do caminh\u00e3o para a ferrovia \u00e9 quantitativamente simplesmente limitada. Especialmente o com\u00e9rcio online em expans\u00e3o exige, devido \u00e0 fragmenta\u00e7\u00e3o das remessas, a distribui\u00e7\u00e3o fina com caminh\u00f5es.<\/li>\n<li>Onde ainda h\u00e1 espa\u00e7o? O transporte combinado estrada\/ferrovia tem sido, h\u00e1 anos, o segmento de crescimento mais importante no transporte ferrovi\u00e1rio de carga, e aqui tamb\u00e9m reside o maior potencial de transfer\u00eancia para o futuro, que precisa ser explorado!<\/li>\n<\/ul>\n<h5><strong>N\u00e3o colocar estrada e ferrovia uma contra a outra<\/strong><\/h5>\n<p>O vice-presidente da Pro Mobilit\u00e4t, Prof. Dr. Dirk Engelhardt: &#8220;Uma verifica\u00e7\u00e3o de fatos como essa j\u00e1 era muito necess\u00e1ria. Durante d\u00e9cadas, a pol\u00edtica alem\u00e3 tem promovido a transfer\u00eancia de transporte \u2013 com sucesso bastante limitado. Isso tem raz\u00f5es, como o estudo agora mostra. Por um lado, s\u00e3o necess\u00e1rios enormes esfor\u00e7os financeiros, jur\u00eddicos e organizacionais para tornar a infraestrutura de transporte na Alemanha adequada para o futuro \u2013 isso se aplica tanto \u00e0 estrada quanto \u00e0 ferrovia! Por outro lado, os dois modos de transporte n\u00e3o devem ser colocados um contra o outro, mas devem ser integrados! Isso \u00e9 melhor alcan\u00e7ado no transporte combinado estrada\/ferrovia.<\/p>\n<p>Independentemente disso, \u00e9 importante notar que todas as previs\u00f5es consideram o caminh\u00e3o como o modo de transporte mais importante em termos de volume tamb\u00e9m em 2050. Isso mostra, em rela\u00e7\u00e3o \u00e0 prote\u00e7\u00e3o clim\u00e1tica: A chave para o transporte de carga neutro em carbono est\u00e1 na descarboniza\u00e7\u00e3o do fornecimento de energia do transporte rodovi\u00e1rio.&#8221;<\/p>\n<h5><strong>Modos de transporte individuais em sistemas globais<\/strong><\/h5>\n<p>E Thomas Puls, do Instituto da Economia Alem\u00e3 de Col\u00f4nia, explica: &#8220;Uma cobertura de servi\u00e7os de transporte de carga de alta qualidade e abrangente s\u00f3 ser\u00e1 poss\u00edvel se as for\u00e7as dos diferentes modos de transporte forem combinadas em um sistema global. Um confronto entre estrada, ferrovia e via naveg\u00e1vel \u00e9 o caminho seguro para o fracasso, pois nenhum dos modos de transporte ser\u00e1 capaz de assumir as tarefas de transporte de outro no futuro previs\u00edvel.<\/p>\n<p>Todos os modos de transporte enfrentam grandes problemas atualmente. Caminh\u00f5es e ferrovias t\u00eam uma escassez percept\u00edvel de pessoal de condu\u00e7\u00e3o. Al\u00e9m disso, h\u00e1 uma infraestrutura sobrecarregada. Especialmente nos principais corredores de transporte de carga na Alemanha, as capacidades est\u00e3o totalmente ocupadas e as reformas pendentes causam interrup\u00e7\u00f5es significativas no fluxo de mercadorias.<\/p>\n<p>A Alemanha \u00e9 o cora\u00e7\u00e3o log\u00edstico da \u00e1rea econ\u00f4mica europeia. Os problemas resultantes do transporte de longa dist\u00e2ncia n\u00e3o poder\u00e3o ser resolvidos sem uma coordena\u00e7\u00e3o estreita com os vizinhos.<\/p>\n<h5><strong>Tamb\u00e9m no futuro, principalmente pela estrada<\/strong><\/h5>\n<p>O transporte de carga na Alemanha continuar\u00e1 a crescer. O contrato de coaliz\u00e3o, por exemplo, prev\u00ea uma forte expans\u00e3o da atividade de constru\u00e7\u00e3o na Alemanha.
