No entanto, a meta de transfer\u00eancia de 650.000 viagens continua a ser n\u00e3o alcan\u00e7ada. Portanto, o Conselho Federal deseja fortalecer ainda mais a transfer\u00eancia, como decidiu em sua reuni\u00e3o de 24 de novembro de 2021 com a aprova\u00e7\u00e3o do relat\u00f3rio de transfer\u00eancia. Para isso, ele prev\u00ea, por exemplo, desenvolver ainda mais a taxa de transporte de mercadorias pesadas baseada no desempenho.<\/strong><\/h5>\n<p>(Berna) O relat\u00f3rio de transfer\u00eancia de 2021 mostra que os instrumentos e medidas da pol\u00edtica de transfer\u00eancia est\u00e3o funcionando: a Nova Transversal Ferrovi\u00e1ria dos Alpes (NEAT), a taxa de transporte de mercadorias pesadas baseada no desempenho (LSVA) e a reforma ferrovi\u00e1ria contribu\u00edram significativamente para fortalecer a ferrovia e reduzir o transporte de caminh\u00f5es atrav\u00e9s dos Alpes. Esse desenvolvimento \u00e9 ainda favorecido pela entrada em opera\u00e7\u00e3o, h\u00e1 um ano, do t\u00fanel base de Ceneri, bem como pelo corredor de 4 metros na linha base de Gotthard: operadores individuais ganharam 25% de novos clientes nos primeiros meses deste ano em transportes de grande porte.<\/p>\n<p>A meta de transfer\u00eancia de 650.000 viagens continua a ser n\u00e3o alcan\u00e7ada. Portanto, o Conselho Federal decidiu, com a aprova\u00e7\u00e3o do relat\u00f3rio de transfer\u00eancia, elaborar medidas adicionais.<\/p>\n<h5><strong>Desenvolvimento da LSVA e esclarecimento sobre a Rodovia Rolante<\/strong><\/h5>\n<p>Para fortalecer a transfer\u00eancia, o Conselho Federal deseja desenvolver ainda mais a taxa de transporte de mercadorias pesadas baseada no desempenho. Ele tamb\u00e9m aponta como ser\u00e1 o futuro da Rodovia Rolante.<\/p>\n<ul>\n<li>A LSVA foi at\u00e9 agora orientada para a redu\u00e7\u00e3o de poluentes atmosf\u00e9ricos, com base nas normas de emiss\u00e3o de gases EURO. Isso contribuiu para a moderniza\u00e7\u00e3o cont\u00ednua das frotas de caminh\u00f5es. O Conselho Federal agora busca uma reorienta\u00e7\u00e3o gradual da LSVA de acordo com as emiss\u00f5es de CO2 dos ve\u00edculos. Isso fortalece a prote\u00e7\u00e3o clim\u00e1tica. O Conselho Federal tamb\u00e9m deseja esclarecer a quest\u00e3o de quanto tempo os ve\u00edculos com propuls\u00e3o alternativa (eletricidade, hidrog\u00eanio) estar\u00e3o isentos da LSVA. O setor de transporte precisa de seguran\u00e7a de planejamento para a convers\u00e3o de suas frotas de ve\u00edculos. O Conselho Federal encarregou o UVEK de apresentar at\u00e9 meados de 2023 um projeto de consulta para o desenvolvimento da LSVA.<\/li>\n<li>O apoio financeiro para a Rodovia Rolante (Rola), onde caminh\u00f5es inteiros s\u00e3o transportados por ferrovia atrav\u00e9s da Su\u00ed\u00e7a, termina no final de 2023. O Conselho Federal prop\u00f5e continuar at\u00e9 2028 com cerca de 20 milh\u00f5es por ano. O material rodante existente pode ser utilizado at\u00e9 l\u00e1 sem grandes investimentos, al\u00e9m disso, as ofertas no transporte combinado n\u00e3o acompanhado podem ser fortalecidas. A Rola dever\u00e1 ser encerrada no final de 2028.<\/li>\n<\/ul>\n<p>Com o pr\u00f3ximo relat\u00f3rio de transfer\u00eancia, o Conselho Federal deseja analisar onde existem potenciais n\u00e3o utilizados de transfer\u00eancia ao longo do corredor Norte-Sul. As primeiras investiga\u00e7\u00f5es mostram que v\u00e1rias regi\u00f5es ainda t\u00eam potencial para uma transfer\u00eancia. Nesse contexto, est\u00e3o sendo examinadas medidas para fortalecer o transporte ferrovi\u00e1rio de mercadorias internas, de importa\u00e7\u00e3o e de exporta\u00e7\u00e3o, como tamb\u00e9m \u00e9 solicitado em iniciativas parlamentares.<\/p>\n<p>O governo tamb\u00e9m se empenha para que, em canteiros de obras ao longo das rotas de acesso \u00e0 NEAT, sejam criadas capacidades de desvio suficientes e que essas rotas sejam adaptadas a comprimentos e pesos de trens modernos. Isso serve para explorar ainda melhor o potencial da NEAT. Canteiros de obras e uma harmoniza\u00e7\u00e3o internacional insuficiente das rotas dificultam isso atualmente.<\/p>\n<h5><strong>Transporte de mercadorias perigosas pela estrada do Passo Simplon<\/strong><\/h5>\n<p>Ap\u00f3s uma iniciativa parlamentar, o Conselho Federal pediu nos relat\u00f3rios de transfer\u00eancia de 2017 e 2019 ao cant\u00e3o do Valais e \u00e0 ind\u00fastria qu\u00edmica sediada no Valais que reduzissem os riscos dos transportes de mercadorias perigosas na estrada do Passo Simplon no \u00e2mbito de um compromisso volunt\u00e1rio. Os trabalhos correspondentes foram iniciados.
