Na rede ferrovi\u00e1ria alem\u00e3, est\u00e1 cada vez mais apertado, pois a extens\u00e3o das linhas ferrovi\u00e1rias estagnou h\u00e1 cerca de uma d\u00e9cada. Antes disso, a extens\u00e3o das linhas diminuiu drasticamente devido ao fechamento de trechos. Em 2021, apenas 4,2 quil\u00f4metros de trilhos foram adicionados!<\/strong><\/h5>\n<p>(Berlim) Em 2021, foram colocados em opera\u00e7\u00e3o quase 2.400 vezes mais quil\u00f4metros de estradas na Alemanha do que de linhas ferrovi\u00e1rias. De acordo com dados da Rede Europeia de Ferrovias (NEE), neste ano, na rede ferrovi\u00e1ria federal de cerca de 33.300 quil\u00f4metros, foram adicionados apenas 4,2 quil\u00f4metros (= 0,01 por cento) de novas constru\u00e7\u00f5es.<\/p>\n<h5><strong>Concretamente, trata-se de:<\/strong><\/h5>\n<ul>\n<li>uma segunda linha de 3,1 quil\u00f4metros na periferia nordeste de Berlim (perto de Karower Kreuz)<\/li>\n<li>uma segunda linha de 800 metros e uma estrutura de ponte na &#8220;Homburger Damm&#8221; em Frankfurt am Main<\/li>\n<li>a extens\u00e3o de uma linha de ultrapassagem em Kindsbach (perto de Kaiserslautern).<\/li>\n<\/ul>\n<p>O diretor da NEE, Peter Westenberger: &#8220;A DB Netz, contratada pelo governo federal, colocou em opera\u00e7\u00e3o apenas 67 quil\u00f4metros de trilhos adicionais durante toda a 19\u00aa legislatura. Se junt\u00e1ssemos todos os comunicados de imprensa e documentos em que o governo anunciou um fortalecimento da ferrovia e mencionou as metas clim\u00e1ticas, provavelmente ter\u00edamos uma extens\u00e3o que n\u00e3o seria muito mais curta.&#8221; O novo governo deve, conforme desejado pelas ferrovias de carga, iniciar uma revis\u00e3o completa dos processos por meio de uma auditoria externa e um programa de emerg\u00eancia para aumentos de capacidade rapidamente eficazes na DB Netz. Caminhos errados, como aumentos de capital pr\u00f3prio da DB para expans\u00f5es de infraestrutura e a obriga\u00e7\u00e3o da DB Netz AG de co-financiar expans\u00f5es com receitas de tarifas de trilhos \u2013 disfar\u00e7adas como &#8220;recursos pr\u00f3prios&#8221; \u2013 devem ser encerrados no contexto de uma reforma ferrovi\u00e1ria II para acelerar a expans\u00e3o.<\/p>\n<h5><strong>J\u00e1 21 trechos sobrecarregados<\/strong><\/h5>\n<p>O futuro do transporte ferrovi\u00e1rio de mercadorias depende de uma infraestrutura ampliada que possa acomodar o aumento planejado pelo BMVI de sua participa\u00e7\u00e3o no mercado de transporte de 18 para 25 por cento at\u00e9 2030. Al\u00e9m disso, o governo anunciou o &#8220;takt Deutschland&#8221;, que deve ser implementado nos pr\u00f3ximos anos e trar\u00e1 mais trens para a ferrovia. Em muitas linhas, o tr\u00e1fego est\u00e1 na capacidade m\u00e1xima, e j\u00e1 existem 21 trechos considerados sobrecarregados. &#8220;A quest\u00e3o da capacidade ferrovi\u00e1ria n\u00e3o se trata de algumas pequenas reformas, mas de prevenir um colapso e criar as bases para alcan\u00e7ar as metas de prote\u00e7\u00e3o clim\u00e1tica&#8221;, diz Westenberger. &#8220;A redu\u00e7\u00e3o do tempo de transporte, maior confiabilidade do caminho de transporte e, portanto, melhor planejamento s\u00e3o, al\u00e9m do pre\u00e7o, pontos decisivos para os clientes escolherem transportar suas mercadorias de trem em vez de caminh\u00e3o.&#8221;<\/p>\n<p>Com os tr\u00eas mini-trechos, o governo federal que est\u00e1 de sa\u00edda, desde o final de 2018 at\u00e9 hoje, colocou em opera\u00e7\u00e3o apenas 67 quil\u00f4metros no total (2018: 59,7 km, 2019: 0,6 km e 2020: 2,5 km). Desde a reforma ferrovi\u00e1ria de 1994 at\u00e9 hoje, a Rep\u00fablica Federal da Alemanha ampliou ou construiu um total de 1.717 quil\u00f4metros de trilhos \u2013 uma m\u00e9dia de 61 quil\u00f4metros. Para compara\u00e7\u00e3o: a adi\u00e7\u00e3o de estradas na Alemanha \u00e9 de cerca de 10.000 quil\u00f4metros anualmente, de acordo com informa\u00e7\u00f5es do BMVI. O descaso de anos com uma parte t\u00e3o importante da infraestrutura \u00e9 parcialmente respons\u00e1vel pelo fato de que o transporte \u00e9 a preocupa\u00e7\u00e3o clim\u00e1tica por excel\u00eancia.<\/p>\n<p>&#8220;Devemos constatar que a ret\u00f3rica do governo federal de que se deseja valorizar a ferrovia n\u00e3o \u00e9 verdadeira e que a miss\u00e3o legal do Bundestag para a expans\u00e3o da rede ferrovi\u00e1ria n\u00e3o est\u00e1 sendo implementada de forma consistente. Com o aumento do tr\u00e1fego, a rede est\u00e1 cada vez mais apertada, atrasos e a ren\u00fancia a novas ofertas de transporte, que o mercado realmente oferece, s\u00e3o as consequ\u00eancias&#8221;, resume Westenberger.<\/p>\n<h5><strong>Governo federal \u00e9, em \u00faltima an\u00e1lise, respons\u00e1vel pela mis\u00e9ria<\/strong><\/h5>\n<p>Ele aponta como causa principal a falta de pessoal para conduzir rapidamente os processos de planejamento, judiciais e de licita\u00e7\u00e3o. O governo deve refletir sobre a transi\u00e7\u00e3o do setor de expans\u00e3o rodovi\u00e1rio, que de qualquer forma n\u00e3o est\u00e1 em conformidade com as metas clim\u00e1ticas. Al\u00e9m disso, h\u00e1 um foco em projetos de alta velocidade que trazem mais prest\u00edgio do que o trabalho di\u00e1rio duro de todos os transportes ferrovi\u00e1rios, mas que planejam \u00e0 margem do problema. Al\u00e9m disso, a aloca\u00e7\u00e3o de recursos para expans\u00e3o e novas constru\u00e7\u00f5es pelo governo tem sido escassa h\u00e1 anos, \u00e0 qual a DB Netz AG se adaptou h\u00e1 alguns anos com sua capacidade de planejamento. Westenberger: &#8220;Resumindo, \u00e9 uma falha de gest\u00e3o que indica a fraca import\u00e2ncia da ferrovia na pol\u00edtica do governo federal.&#8221; Como propriet\u00e1ria da DB Netz AG, o governo federal \u00e9, em \u00faltima an\u00e1lise, respons\u00e1vel pela mis\u00e9ria.
