Temem consequ\u00eancias graves para as cadeias de suprimentos de ambos os lados da fronteira e para o tr\u00e1fego de tr\u00e2nsito de e para a It\u00e1lia atrav\u00e9s do Brenner.<\/p>\n<p>(Munique) &#8220;Totalmente incompreens\u00edvel e inaceit\u00e1vel do ponto de vista de um com\u00e9rcio livre de mercadorias na Europa&#8221; \u2013 assim avaliam quatro associa\u00e7\u00f5es do setor de transporte e log\u00edstica as medidas agora oficialmente publicadas sobre as viagens de tr\u00e2nsito noturno do governo do Tirol. O LBS \u2013 Associa\u00e7\u00e3o Estadual dos Transportadores da Baviera e.V., a Associa\u00e7\u00e3o Estadual das Empresas de Transporte e Log\u00edstica da Baviera (LBT) e.V., a Associa\u00e7\u00e3o de Transporte e Log\u00edstica de Baden-W\u00fcrttemberg e.V. e o BGL Sul e.V. criticam severamente que o Tirol, a partir de 01.01.2021, pro\u00edba todo o tr\u00e1fego de carga pesada no tr\u00e2nsito na autoestrada Inntal durante a noite* \u2013 a menos que os ve\u00edculos utilizem um motor el\u00e9trico, tecnologia de c\u00e9lula de combust\u00edvel a hidrog\u00eanio, g\u00e1s natural ou um motor diesel-h\u00edbrido el\u00e9trico que permita viagens de 50 quil\u00f4metros exclusivamente com propuls\u00e3o el\u00e9trica.<\/p>\n<h5>Tamb\u00e9m caminh\u00f5es com motores Euro-6 afetados<\/h5>\n<p>Por outro lado, caminh\u00f5es com motores Euro-6 tamb\u00e9m est\u00e3o condenados a parar no futuro. Como a zona de proibi\u00e7\u00e3o se estende da fronteira estatal em Kufstein at\u00e9 a sa\u00edda Zirl, as viagens noturnas na autoestrada Brenner tornam-se, na pr\u00e1tica, imposs\u00edveis. Trata-se da forma de propuls\u00e3o mais moderna e ecol\u00f3gica atualmente dispon\u00edvel em n\u00famero significativo \u2013 &#8220;e que, por boas raz\u00f5es, est\u00e1 isenta da proibi\u00e7\u00e3o de tr\u00e2nsito noturno anterior&#8221;, como afirmam os diretores das quatro associa\u00e7\u00f5es. Atualmente, 3 de cada 4 viagens no tr\u00e2nsito do Tirol s\u00e3o realizadas com caminh\u00f5es Euro6. As alternativas mencionadas s\u00e3o consideradas, por ambas as associa\u00e7\u00f5es, como um &#8220;argumento de folha de figueira&#8221; por duas raz\u00f5es: <\/p>\n<ul>\n<li>Caminh\u00f5es pesados com propuls\u00e3o el\u00e9trica ou a c\u00e9lula de combust\u00edvel n\u00e3o est\u00e3o dispon\u00edveis no mercado. Os poucos ve\u00edculos podem ser contados &#8220;na Europa com duas m\u00e3os&#8221;. As outras alternativas permitidas cobrem apenas uma fra\u00e7\u00e3o insignificante da demanda.<\/li>\n<li>Para o tr\u00e1fego local, bem como para transportes que s\u00e3o descarregados ou carregados na &#8220;zona central interna&#8221; ao longo da A12 (distritos de Imst, Innsbruck Land, Innsbruck, Schwaz e Kufstein), a proibi\u00e7\u00e3o n\u00e3o se aplica. Tamb\u00e9m na zona central ampliada, as viagens pela A12 ser\u00e3o permitidas no futuro, desde que comecem e terminem dentro dessa zona. De acordo com o governo do Tirol, isso afeta os distritos de Kitzb\u00fchel, Landeck, Lienz, Reutte e Zell am See, bem como oito regi\u00f5es na Baviera e no Tirol do Sul. Assim, o argumento da proibi\u00e7\u00e3o \u00e9 refutado, pois esses ve\u00edculos est\u00e3o, naturalmente, operando com diesel.<\/li>\n<\/ul>\n<h5>Consequ\u00eancias graves para o tr\u00e1fego de mercadorias<\/h5>\n<p>Se a nova an\u00fancio for implementada, ter\u00e1 consequ\u00eancias graves para o tr\u00e1fego de mercadorias de ambos os lados da cadeia de transporte nos cada vez mais escassos intervalos de tempo que ainda permanecem para o tr\u00e1fego de tr\u00e2nsito, enfatizam os representantes das associa\u00e7\u00f5es: &#8220;Tanto do lado alem\u00e3o quanto do italiano, o congestionamento de ve\u00edculos aumentar\u00e1 dramaticamente. De acordo com a observa\u00e7\u00e3o atual do tr\u00e1fego, cerca de um ter\u00e7o de todos os caminh\u00f5es pesados que utilizam o tr\u00e2nsito no Tirol s\u00e3o afetados pelas medidas.&#8221; Esse tr\u00e1fego poderia, embora, ser transferido para o per\u00edodo diurno \u2013 mas isso levaria a uma carga adicional nesse per\u00edodo, &#8220;ou estaria preso nos gargalos do calend\u00e1rio de dosagem do Tirol&#8221;. Alternativas reais, como a transfer\u00eancia para a ferrovia, n\u00e3o s\u00e3o vistas atualmente pelas associa\u00e7\u00f5es. &#8220;Primeiro, h\u00e1 uma falta de capacidade no transporte combinado e, em segundo lugar, os caminh\u00f5es teriam que, por exemplo, chegar at\u00e9 W\u00f6rgl para a carga na estrada rolante, o que sob as novas regras \u2013 com engarrafamentos ainda mais longos em dias de controle de tr\u00e1fego \u2013 quase n\u00e3o \u00e9 mais poss\u00edvel&#8221;, afirmam na declara\u00e7\u00e3o conjunta.<\/p>\n<h5>A\u00e7\u00e3o pol\u00edtica exigida<\/h5>\n<p>Do ponto de vista das associa\u00e7\u00f5es, \u00e9 urgentemente necess\u00e1ria uma a\u00e7\u00e3o pol\u00edtica, &#8220;para enfrentar a abordagem unilateral do Tirol, que n\u00e3o \u00e9 respaldada pelo estado da t\u00e9cnica nem compat\u00edvel com o princ\u00edpio europeu do livre com\u00e9rcio de mercadorias \u2013 e cujos supostos objetivos s\u00e3o mais do que duvidosos.&#8221; Tanto a n\u00edvel federal quanto a n\u00edvel europeu, a pol\u00edtica deve trabalhar para que um eixo de transporte de tal import\u00e2ncia europeia n\u00e3o se torne um jogo de interesses do Tirol. * A proibi\u00e7\u00e3o de tr\u00e2nsito noturno do Tirol para ve\u00edculos a partir de 7,5 toneladas deve, segundo o boletim oficial do Tirol, ser v\u00e1lida: basicamente no per\u00edodo de 1 de maio a 31 de outubro, em dias \u00fateis, das 22h \u00e0s 5h, bem como aos domingos e feriados, das 23h \u00e0s 5h.
