V. (AGR) pede a suspens\u00e3o parcial e tempor\u00e1ria da proibi\u00e7\u00e3o de cabotagem. Devido ao elevado volume de madeira danificada, as capacidades de transporte existentes s\u00e3o insuficientes. A proibi\u00e7\u00e3o de cabotagem deve ser aplicada durante o per\u00edodo de limpeza.<\/p>\n<p>(PresseBox\/Berlin) Nas \u00faltimas semanas, as inspe\u00e7\u00f5es focadas do Escrit\u00f3rio Federal de Transporte de Mercadorias (BAG) revelaram viola\u00e7\u00f5es das disposi\u00e7\u00f5es de cabotagem em vigor. A Associa\u00e7\u00e3o de Madeira Bruta (AGR) critica as infra\u00e7\u00f5es, mas v\u00ea-as como sintoma dos problemas n\u00e3o resolvidos na floresta: Dada a elevada quantidade de madeira danificada, faltam capacidades de transporte. Assim, a base para uma nova revoga\u00e7\u00e3o da proibi\u00e7\u00e3o de cabotagem ainda est\u00e1 presente. Esta deve ser tempor\u00e1ria e aplic\u00e1vel exclusivamente \u00e0 limpeza de \u00e1reas de calamidade.<\/p>\n<p>As viola\u00e7\u00f5es da proibi\u00e7\u00e3o de cabotagem, que voltou a estar em vigor este ano, justificam uma reavalia\u00e7\u00e3o da situa\u00e7\u00e3o. Em muitas \u00e1reas florestais ainda existem grandes quantidades de madeira danificada, que constituem uma base ideal para a propaga\u00e7\u00e3o de insetos prejudiciais. Para remover rapidamente a madeira infetada, as empresas afetadas puderam, no ano passado, recorrer a transportadores estrangeiros devido a uma suspens\u00e3o tempor\u00e1ria da proibi\u00e7\u00e3o de cabotagem. A regulamenta\u00e7\u00e3o de cabotagem em vigor prev\u00ea que, ap\u00f3s uma travessia de fronteira carregada, tr\u00eas transportes adicionais podem ser realizados dentro de uma semana, antes que o caminh\u00e3o retorne ao seu pa\u00eds de origem. Tendo em conta esta disposi\u00e7\u00e3o, especialmente as empresas pr\u00f3ximas \u00e0 fronteira tamb\u00e9m compram madeira em pa\u00edses vizinhos.<\/p>\n<h5><strong>Demanda por transportes de madeira alta<\/strong><\/h5>\n<p>A regulamenta\u00e7\u00e3o especial, que permitiu o uso irrestrito de transportadores estrangeiros para lidar com calamidades, expirou em 31 de dezembro de 2019, embora na \u00e9poca n\u00e3o houvesse sinais de relaxamento da situa\u00e7\u00e3o nas florestas. O aumento das capacidades dos transportadores estrangeiros representa, do ponto de vista da AGR, uma rede de seguran\u00e7a tempor\u00e1ria valiosa, especialmente quando as quantidades de madeira danificada n\u00e3o podem ser geridas por transportadores locais. Por esta raz\u00e3o, a AGR j\u00e1 se dirigiu ao Minist\u00e9rio Federal dos Transportes (BMVI) com um pedido correspondente. Sob a press\u00e3o da situa\u00e7\u00e3o tensa e cont\u00ednua, o t\u00e9rmino sem coment\u00e1rios da regulamenta\u00e7\u00e3o especial causou grandes incertezas de planejamento para as empresas do setor. Enquanto as opera\u00e7\u00f5es de transporte tradicionais enfrentaram restri\u00e7\u00f5es significativas devido \u00e0 crise econ\u00f4mica, a demanda por transportes de madeira, especialmente nas \u00e1reas com grandes danos florestais, continua alta.<\/p>\n<p>Al\u00e9m de uma suspens\u00e3o tempor\u00e1ria da regulamenta\u00e7\u00e3o de cabotagem, as exce\u00e7\u00f5es \u00e0 proibi\u00e7\u00e3o de circula\u00e7\u00e3o aos domingos e feriados tamb\u00e9m representam uma ferramenta bem-vinda no combate \u00e0s calamidades. No contexto da pandemia de Corona, o BMVI decidiu por uma ampla suspens\u00e3o, que termina no final de agosto.
