Volgens een mededeling van EmissionLink, een ge\u00efntegreerde emissiebeheer dienst, zijn echter duidelijke richtlijnen nodig om de praktische uitvoering van deze maatregelen te waarborgen.<\/p>\n<h3>Complexiteit van de regelgeving<\/h3>\n<p>De scheepvaart wordt volgens het bedrijf al geconfronteerd met een complexe regelgevende omgeving: met de inwerkingtreding van het EU-emissiehandelssysteem (EU ETS) en het initiatief FuelEU Maritime, evenals de inspanningen van de Internationale Maritieme Organisatie (IMO) om een wereldwijde netto-nul kader in te voeren, wordt de situatie nog gecompliceerder. Elk van deze systemen heeft verschillende vereisten, tijdschema&#8217;s en berekeningsmethoden. EmissionLink wijst erop dat zonder gedetailleerde richtlijnen het vermijden van dubbele CO\u2082-kosten een uitdaging vormt.<\/p>\n<p>Een schip dat actief is in de Europese handel, kan tegelijkertijd onderworpen zijn aan de regels van het EU ETS, de vereisten van FuelEU Maritime en de toekomstige CO\u2082-normen van de IMO. Daarbij zijn de verplichtingen niet altijd duidelijk toegewezen, en de berekening van de emissiegegevens gebeurt niet uniform, zoals het bedrijf meldt. Dit kan ertoe leiden dat scheepseigenaren niet alleen dubbel betalen voor dezelfde emissies, maar ook geconfronteerd worden met meerdere meldingen, dubbele berekeningen en parallelle compliance-processen.<\/p>\n<h3>Noodzaak van nauwkeurige emissiegegevens<\/h3>\n<p>Het belang van nauwkeurige en controleerbare emissiegegevens neemt volgens EmissionLink in deze context toe. Het bedrijf benadrukt echter dat gegevens alleen niet voldoende zijn. Eigenaren en exploitanten moeten ook over de expertise beschikken om deze gegevens in de verschillende regelgevende systemen te interpreteren en commerci\u00eble beslissingen te nemen. Het bedrijf heeft naar eigen zeggen al meer dan 600 schepen ondersteund bij het verstrekken van FuelEU-emissiegegevens en daarbij inzicht gekregen in de uitdagingen van naleving voor verschillende types schepen en operationele profielen.<\/p>\n<blockquote>\n<p><span data-olk-copy-source=\"MessageBody\">&#8222;De sector moet weten hoe EU- en IMO-verplichtingen op elkaar worden afgestemd, hoe gelijkwaardige betalingen worden erkend en welke bewijzen scheepseigenaren nodig hebben om aan te tonen dat dezelfde ton emissies niet meer dan eens is bestraft.&#8220;<br \/>\n&#8211; Philippos
