Een recente studie van het ZEW Mannheim benadrukt echter dat de concrete vormgeving van deze maatregelen cruciaal is voor hun effectiviteit. Aan de hand van de wereldwijde staalindustrie toont de studie aan dat met name benchmarkgebaseerde modellen, die zich richten op de emissie-intensiteiten, het prijs-signaal aanzienlijk verzwakken.<\/p>\n<h3>Effect van verschillende benaderingen<\/h3>\n<p>Volgens de resultaten van de studie dragen intensiteitsgebaseerde benaderingen slechts ongeveer 36 procent van de vereiste CO\u2082-prijs over om dezelfde wereldwijde emissiereductie te bereiken als hoeveelheidgebaseerde modellen. Dit leidt ertoe dat de welvaartsverliezen in de getroffen sectoren toenemen. Eunseong Park, onderzoeker op het gebied van &#8222;Milieu- en Klimaateconomie&#8220; bij het ZEW, benadrukt: &#8222;Onze resultaten tonen aan dat de keuze van het BCA-ontwerp geen technisch detail is, maar fundamentele gevolgen heeft voor klimaatbescherming en concurrentiekracht.&#8220;<\/p>\n<p>Een intensiteitsgebaseerde benadering kan volgens Park worden beschouwd als een combinatie van CO\u2082-prijs en impliciete subsidie voor de productie, wat de sturingswerking van de maatregelen verwatert. Prof. Dr. Sebastian Rausch, hoofd van de onderzoeksgroep, wijst erop dat zonder een duidelijke CO\u2082-prijsprikkel in het binnenland de doelen van deze instrumenten niet kunnen worden bereikt.
