Een Amerikaanse federale rechtbank heeft een aanklacht ingediend tegen Synergy Marine Pte Ltd uit Singapore, Synergy Maritime Pte Ltd uit Chennai, India, en de technische superintendent van de <em>M\/V Dali<\/em>. De aanklacht omvat samenzwering met opzet tot fraude tegen de VS en de onopzettelijke dood van zes bouwvakkers die op het moment van het voorval op de brug werkten.<\/p>\n<p>Op 26 maart 2024 botste het 274 meter lange containerschip <em>Dali<\/em>, dat onder buitenlandse vlag vaart, tegen de brug. De aanklacht gaat uit van een economische schade van minstens 5 miljard USD. De twee Synergy-bedrijven worden ook aangeklaagd voor schendingen van de Clean Water Act, de Oil Pollution Act en de Refuse Act, omdat zij verontreinigende stoffen, waaronder olie en containerinhoud, in de Patapsco River hebben geloosd.<\/p>\n<h3>Reacties van de autoriteiten<\/h3>\n<p>De waarnemend procureur-generaal Todd Blanche noemde het voorval een te vermijden tragedie met enorme gevolgen. &#8222;Deze aanklacht is een cruciale stap om degenen verantwoordelijk te houden wiens roekeloze gedrag de maritieme veiligheid in gevaar heeft gebracht,&#8220; verklaarde Blanche. U.S. Attorney Kelly O. Hayes benadrukte het belang van veiligheid voor de bewoners en de infrastructuur van de regio Maryland en kondigde aan dat het openbaar ministerie zal blijven optreden tegen criminelen die deze belangen in gevaar brengen.<\/p>\n<p>Adam Gustafson, adjunct-assistent procureur-generaal van de milieubeschermingsautoriteit, wees erop dat de aanklacht crimineel gedrag aantoont dat niet alleen de brug heeft vernietigd, maar ook de regionale economie ernstig heeft be\u00efnvloed. &#8222;Naleving van de wetten voor veilige exploitatie van handelschepen is cruciaal voor de werking in onze havens,&#8220; aldus Gustafson.<\/p>\n<h3>Details van de aanklacht<\/h3>\n<p>Volgens de aanklacht verloor de <em>Dali<\/em> binnen vier minuten twee keer de stroomvoorziening terwijl zij de haven van Baltimore verliet, wat leidde tot de botsing met de brug. Een los kabel in een hoogspanningsschakelaar wordt als oorzaak van de eerste stroomuitval vermoed. De aanklacht stelt dat de systemen van het schip oorspronkelijk waren uitgerust met betrouwbare redundantie en automatische herstartfuncties om snel weer operationeel te zijn na een stroomuitval. Echter, de scheepsstructuur werd gewijzigd, zodat een pompsysteem werd gebruikt dat niet was ontworpen voor een automatische herstart na een stroomuitval.<\/p>\n<p>Daarnaast zijn Synergy en de superintendent van het schip aangeklaagd voor obstructie van een overheidsprocedure en valse verklaringen aan het National Transportation Safety Board (NTSB).<\/p>\n<p>Het is belangrijk op te merken dat een aanklacht slechts een beschuldiging is.
