In het bijzonder is de situatie in de Perzische Golf verscherpt sinds het begin van de Iran-oorlog eind februari. Momenteel zijn meer dan 2.000 handelschepen met ongeveer 20.000 zeelieden in de regio geblokkeerd, waaronder minstens 50 schepen van Duitse rederijen. De enige veilige uitweg uit de Golf loopt door de Straat van Hormuz, die momenteel als onveilig wordt beschouwd. Volgens berichten zijn al ongeveer 20 handelschepen aangevallen, wat heeft geleid tot gewonden en doden onder de zeelieden.<\/p>\n<p>\u201eDe Iran-oorlog benadrukt de nauwe verbinding tussen geopolitieke conflicten en wereldwijde toeleveringsketens\u201c, verklaarde Gaby Bornheim, voorzitter van de Verband Deutscher Reeder (VDR), tijdens de jaarpersconferentie in Hamburg. Ze benadrukte het strategische belang van de bescherming van de handelsvaart voor Duitsland, vooral als exportland, en richtte haar gedachten aan de zeelieden die onder moeilijke omstandigheden werken. Martin Kr\u00f6ger, algemeen directeur van de VDR, voegde toe dat de Duitse regering in deze kritieke situatie zorgvuldig mogelijke maatregelen moet afwegen om de veiligheid van de zeehandelsroutes en de bemanningen te waarborgen.<\/p>\n<h3>Duitse handelsvloot in internationaal perspectief<\/h3>\n<p>De Duitse handelsvloot blijft een van de grootste ter wereld en omvat momenteel 1.716 schepen met een bruto tonnage (GT) van 46,7 miljoen. Hiermee staat Duitsland op de zevende plaats in internationaal perspectief, achter landen zoals Griekenland en China. Bijzonder opmerkelijk is de opkomst van de Duitse container vloot, die met 30,4 miljoen GT nu de tweede plaats wereldwijd inneemt en China met 30,2 miljoen GT heeft ingehaald. Alleen Zwitserland staat met 41,2 miljoen GT nog voor Duitsland.<\/p>\n<p>Kr\u00f6ger noemde de handelsvloot een \u201estrategische schat\u201c, die niet alleen de bevoorrading van de economie en de bevolking waarborgt, maar ook militaire en humanitaire missies in geval van nood mogelijk maakt.<\/p>\n<h3>Voorstel ter versterking van de maritieme competentie<\/h3>\n<p>Om de inzetbaarheid van de handelsvloot in crisissituaties te waarborgen, stelt de VDR de invoering van een zeevaartdienst voor in het kader van de nieuwe militaire dienst. Deze zeevaartdienst moet bijdragen aan de opbouw van een civiele maritieme reserve, waarvan de leden in geval van nood kunnen bijdragen aan de handhaving van de zeese bevoorrading. Tegelijkertijd biedt de zeevaartdienst jonge mensen de mogelijkheid om praktische ervaring aan boord op te doen en opleidingsinhoud te verwerven die kan worden meegerekend bij een latere beroepsopleiding.<\/p>\n<p>Kr\u00f6ger benadrukte de noodzaak van een grotere nationale personeelsbasis om voorbereid te zijn op crisissituaties. De zeevaartdienst zou ook als civiele alternatieve dienst kunnen dienen, mocht deze weer verplicht worden. De VDR pleit bovendien voor het voortzetten van beproefde praktijken die golden tot de opschorting van de dienstplicht in 2011, toen actieve zeelieden vanwege hun onmisbaarheid van de militaire dienst konden worden vrijgesteld.<\/p>\n<h3>Positieve ontwikkeling van het aantal jongeren in de scheepvaart<\/h3>\n<p>De sector ziet ook een stijging van het aantal nieuwkomers. In 2023 steeg het aantal nieuwkomers op zee van 418 naar 537, wat een toename van bijna 30 procent betekent en het hoogste aantal sinds 2012 vertegenwoordigt. Vooral in de nautische en technische officiersloopbanen en in de opleiding tot scheepsmechanicus is er een sterke interesse.<\/p>\n<p>\u201eDe positieve ontwikkelingen in het aantal jongeren zijn een bemoedigend teken voor de toekomst van onze maritieme sector\u201c, zei Bornheim.
