Deze strategie is ontwikkeld in een participatief proces waaraan talrijke actoren uit wetenschap, bedrijfsleven en overheid hebben deelgenomen. De Autoriteit voor Economie, Werk en Innovatie (BWAI) heeft het initiatief genomen en in samenwerking met het cluster Hamburg Aviation e.V. en het dronenetwerk Windrove een concept ontwikkeld dat de integratie van drone-technologie\u00ebn in de stedelijke ruimte moet bevorderen.<\/p>\n<h3>Strategische doelen en actiegebieden<\/h3>\n<p>De UAM-strategie heeft verschillende centrale doelen. Dit omvat de veilige en maatschappelijk geaccepteerde integratie van drone-technologie\u00ebn in het Hamburgse luchtruim. De strategie definieert zes actiegebieden die zich richten op toepassingsgebieden, technologie\u00ebn, infrastructuur, financiering, opleiding en bijscholing, evenals regelgeving. Een bijzondere focus ligt op de sociale acceptatie en de ecologische haalbaarheid van drone-operaties, die als fundamentele premissen voor de uitvoering van de strategie worden beschouwd.<\/p>\n<p>De strategie voorziet in het gebruik van drones in verschillende gebieden, waaronder logistiek, infrastructuurtoezicht en rampenbestrijding. Om de acceptatie onder de bevolking te bevorderen, zijn transparante communicatie en de vroege betrokkenheid van de burgers bij besluitvormingsprocessen voorzien. Bovendien moeten drone-operaties hulpbronnenbesparend en emissiearm worden uitgevoerd.<\/p>\n<h3>Co\u00f6peratie en innovatiebevordering<\/h3>\n<p>Een centraal aspect van de strategie is de bevordering van samenwerkingen tussen bedrijven, onderzoeksinstellingen en publieke actoren. Door de oprichting van een drone-hub moeten synergie\u00ebn worden benut en kostenvoordelen worden behaald. Deze hub zal dienen als centraal aanspreekpunt voor drone-operaties en de gegevensbeschikbaarheid voor alle betrokken organisaties waarborgen.<\/p>\n<p>De BWAI is bovendien van plan de ontwikkeling van testgebieden voor dronevluchten te bevorderen, om innovatieve technologie\u00ebn onder re\u00eble omstandigheden te testen. Deze testgebieden zijn cruciaal voor de ontwikkeling van veiligheidsnormen en de integratie van drones in het luchtruim boven Hamburg, dat door de nabijheid van twee verkeersvliegvelden bijzonder complex is.<\/p>\n<h3>Regelgevende uitdagingen en veiligheidsaspecten<\/h3>\n<p>De UAM-strategie houdt ook rekening met de regelgevende uitdagingen die gepaard gaan met de integratie van drones in het stedelijke luchtruim. De BWAI werkt nauw samen met nationale en Europese instellingen om de juridische kaders voor drone-operaties vorm te geven.
