Dit moet het huidige op PIN-code gebaseerde systeem geleidelijk vervangen. De initiatiefnemers DAKOSY en dbh voorzien de start van de invoeringsfase in de tweede helft van dit jaar.<\/strong><\/h5>\n<p>(Hamburg) Met de uitgebreide digitalisering van het vrijgaveproces willen de twee logistieke softwareleveranciers bijdragen aan een veiligere afhandeling van de goederen via de Duitse zeehavens en tegelijkertijd een effectieve bescherming opbouwen tegen drugsmokkel en georganiseerde criminaliteit via de Duitse zeehavens.<\/p>\n<p>De sleutel hiertoe is de digitalisering van het volledige vrijgaveproces met de &#8220;Secure Release Order&#8221;. Dit zorgt ervoor dat vanaf de aankomst van de container aan zee in de haven tot aan de afhaling door het transportbedrijf altijd te traceren is wie over de container mag beschikken. De vrijgave van de container kan alleen door een geautoriseerde partij aan de volgende in de transportketen plaatsvinden. Elke betrokken partij draagt het &#8220;recht op afhaling&#8221; digitaal over aan de volgende in de transportketen. Dit persoonsgebonden &#8220;recht op afhaling&#8221; vervangt geleidelijk het huidige anonieme PIN-systeem. De operatie wordt vanaf de tweede helft van 2024 geleidelijk opgestart.<\/p>\n<p>In het nieuwe proces zijn alle betrokken actoren in de transportketen opgenomen, waaronder rederijen, terminals, expediteurs en transportbedrijven. Er wordt niet meer direct gecommuniceerd, maar versleuteld via het neutrale en locatie-overstijgende IT-platform German Ports, dat gezamenlijk door DAKOSY en dbh wordt beheerd. Via het IT-platform kan op elk moment worden geverifieerd wie de uiteindelijke rechthebbende is. Bijvoorbeeld, de terminalexploitanten zullen in de toekomst via German Ports controleren of het afhalende bedrijf ook het recht op afhaling van de container heeft.<\/p>\n<h5><strong>Vrachtwagen-slotboekingssysteem is ge\u00efntegreerd<\/strong><\/h5>\n<p>In German Ports zijn ook het vrachtwagen-slotboekingssysteem en het aanmeldproces van de chauffeurs aan de terminals ge\u00efntegreerd. Dit betekent dat er een vaste digitale koppeling is tussen het afhaalrecht, de transportaankondiging en de vrachtwagenchauffeur. Door het uniform gedigitaliseerde proces wordt de veiligheid bij de importafhandeling om verschillende redenen aanzienlijk verbeterd.<\/p>\n<p>Deze zijn in detail:<\/p>\n<ul>\n<li>Authenticatie en overdracht van vrijgave-rechten<\/li>\n<li>Documentatie van de geschiedenis van het vrijgave-recht in German Ports<\/li>\n<li>Bescherming tegen ongeoorloofde toegang tot gegevens en manipulatie door de versleutelde beveiliging van de informatie op het IT-platform German Ports<\/li>\n<\/ul>\n<p>Het IT-platform German Ports is ge\u00efntegreerd in de bestaande Port Community-systemen. Voor de Bremer havens en Wilhelmshaven is dit het Business Information and Tracking-platform (BIT) van dbh en voor de haven van Hamburg het Import Management Platform (IMP) van DAKOSY. Het gezamenlijke project onder de naam German Ports werd in 2021 door de twee softwarehuizen gestart met als doel gestandaardiseerde oplossingen voor de Duitse zeehavens te cre\u00ebren en daarmee de aantrekkelijkheid van de maritieme locaties in de internationale concurrentie te versterken.<\/p>\n<h5><strong>Steun door havensicherheidsconferentie<\/strong><\/h5>\n<p>DAKOSY en dbh kregen aanzienlijke steun voor het project om de containervrijgave te digitaliseren als gevolg van de havensicherheidsconferentie met veiligheidsautoriteiten en havenindustrie in Hamburg eind oktober 2023.
