Secondo l&#8217;Unione Internazionale per il Trasporto Stradale e Ferroviario (UIRR), il nuovo regolamento offre l&#8217;opportunit\u00e0 di garantire pi\u00f9 e migliori tracce per i treni merci intermodali transfrontalieri e di migliorare l&#8217;affidabilit\u00e0 del trasporto ferroviario merci transfrontaliero. Questi miglioramenti sono stati a lungo richiesti dal settore. Il regolamento disciplina la gestione della capacit\u00e0 delle infrastrutture ferroviarie sia durante la pianificazione annuale dei servizi che in tempi di gestione delle deviazioni temporanee, necessarie a causa di lavori su determinati tratti di linea.<\/p>\n<h3>Rafforzamento della voce degli utenti<\/h3>\n<p>L&#8217;UIRR ha presentato, insieme ad altre associazioni, una proposta per la creazione della Piattaforma Ferroviaria Europea (ERP). Questa proposta \u00e8 stata inviata alla Commissione Europea insieme ad altre associazioni che rappresentano aziende di trasporto passeggeri e merci, operatori di strutture di servizio, autorit\u00e0 competenti e altri attori di mercato. L&#8217;ERP dovrebbe fungere da voce collettiva degli utenti delle infrastrutture ferroviarie e degli attori intermodali, costituendo una parte forte e strutturata della nuova architettura di gestione della capacit\u00e0, di cui sar\u00e0 responsabile la Rete Europea dei Gestori delle Infrastrutture (ENIM). L&#8217;ENIM guider\u00e0 lo sviluppo di linee guida e normative europee per l&#8217;assegnazione della capacit\u00e0.<\/p>\n<blockquote>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-31543 alignleft\" src=\"https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26-224x300.jpg\" alt=\"\" width=\"97\" height=\"129\" srcset=\"https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26-224x300.jpg 224w, https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26.jpg 358w\" sizes=\"auto, (max-width: 97px) 100vw, 97px\" \/>\u201cIl nuovo regolamento sulla capacit\u00e0 offre alle aziende di trasporto merci intermodali l&#8217;opportunit\u00e0 <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">di avere pi\u00f9 e migliori tracce ferroviarie <\/span><\/span><\/em><em><span lang=\"EN-GB\"><span dir=\"auto\">e di avere un diritto di parola formale nella <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">definizione delle regole. Esortiamo la Commissione a approvare senza indugi il regolamento sulla capacit\u00e0 <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">e a integrare questo progresso con una revisione ambiziosa della <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">direttiva sul trasporto combinato.\u201d<\/span><\/span><\/em><\/p>\n<p><span lang=\"EN-GB\"><span dir=\"auto\">Direttore Generale dell&#8217;UIRR Ralf-Charley Schultze.<\/span><\/span><\/p>\n<\/blockquote>\n<h3>Urgenza dell&#8217;approvazione<\/h3>\n<p>L&#8217;UIRR esorta la Commissione Europea ad approvare la proposta per l&#8217;ERP il prima possibile. Gli utenti delle infrastrutture ferroviarie devono essere coinvolti fin dall&#8217;inizio nel nuovo processo di governance. La riforma della gestione dei servizi (TTR) introduce strumenti digitali innovativi e approcci orientati al mercato per la gestione della capacit\u00e0, che beneficiano direttamente i servizi intermodali. Queste novit\u00e0 facilitano l&#8217;accesso a tracce utilizzabili e affidabili e consentono una migliore pianificazione delle operazioni transfrontaliere con maggiore prevedibilit\u00e0.<\/p>\n<h3>Necessit\u00e0 di modernizzazione<\/h3>\n<p>L&#8217;UIRR sottolinea che questa modernizzazione \u00e8 essenziale per i treni merci intermodali, poich\u00e9 dipendono da tempi di transito competitivi e da una coordinazione a livello di rete per offrire un&#8217;alternativa credibile al trasporto su strada. Alla luce dell&#8217;evoluzione delle normative, l&#8217;UIRR invita le istituzioni dell&#8217;UE a modernizzare anche il quadro giuridico per il trasporto combinato. La direttiva sul trasporto combinato, risalente al 1992 e attualmente in fase di revisione, deve essere aggiornata per tenere conto delle attuali condizioni operative, commerciali e ambientali nel trasporto merci intermodale. Un moderno regolamento sulla capacit\u00e0 combinato con una direttiva sul trasporto combinato obsoleta lascerebbe un significativo vuoto nel quadro politico. La revisione deve essere completata in modo rapido e ambizioso.<\/p>\n<p><a href=\"http:\/\/www.uirr.com\" target=\"_blank\" rel=\"noopener
