Tuttavia, un&#8217;indagine recente del ZEW Mannheim mette in luce che la concreta progettazione di queste misure \u00e8 decisiva per la loro efficacia. Prendendo come esempio l&#8217;industria siderurgica globale, lo studio dimostra che i modelli basati su benchmark, che si orientano sulle intensit\u00e0 di emissione, indeboliscono significativamente il segnale di prezzo.<\/p>\n<h3>Effetto di approcci diversi<\/h3>\n<p>Secondo i risultati dello studio, gli approcci basati sull&#8217;intensit\u00e0 trasferiscono solo circa il 36% del prezzo del CO\u2082 necessario per raggiungere la stessa riduzione globale delle emissioni degli approcci basati sulla quantit\u00e0. Ci\u00f2 comporta un aumento delle perdite di benessere nei settori interessati. Eunseong Park, ricercatore nel settore &#8222;Economia ambientale e climatica&#8220; del ZEW, sottolinea: &#8222;I nostri risultati mostrano che la scelta del design del BCA non \u00e8 un dettaglio tecnico, ma ha impatti fondamentali sulla protezione del clima e sulla competitivit\u00e0.&#8220;<\/p>\n<p>Un approccio basato sull&#8217;intensit\u00e0 pu\u00f2 essere considerato, secondo Park, come una combinazione di prezzo del CO\u2082 e sussidio implicito per la produzione, il che diluisce l&#8217;effetto di indirizzamento delle misure.
