Questa strategia \u00e8 stata elaborata attraverso un processo partecipativo che ha coinvolto numerosi attori del mondo scientifico, economico e amministrativo. L&#8217;Autorit\u00e0 per l&#8217;Economia, il Lavoro e l&#8217;Innovazione (BWAI) ha preso l&#8217;iniziativa e, in collaborazione con il Cluster Hamburg Aviation e.V. e la rete di droni Windrove, ha sviluppato un concetto volto a promuovere l&#8217;integrazione delle tecnologie dei droni nello spazio urbano.<\/p>\n<h3>Obiettivi strategici e aree d&#8217;azione<\/h3>\n<p>La strategia UAM persegue diversi obiettivi centrali. Tra questi vi \u00e8 l&#8217;integrazione sicura e socialmente accettata delle tecnologie dei droni nello spazio aereo di Amburgo. La strategia definisce sei aree d&#8217;azione, che si concentrano su settori applicativi, tecnologie, infrastrutture, finanziamenti, formazione e regolamentazione. Un&#8217;attenzione particolare \u00e8 rivolta all&#8217;accettazione sociale e alla compatibilit\u00e0 ecologica delle operazioni con i droni, considerate come presupposti fondamentali per l&#8217;attuazione della strategia.<\/p>\n<p>La strategia prevede l&#8217;impiego dei droni in vari settori, tra cui logistica, monitoraggio delle infrastrutture e protezione civile. Per promuovere l&#8217;accettazione da parte della popolazione, sono previsti una comunicazione trasparente e un coinvolgimento precoce dei cittadini nei processi decisionali. Inoltre, le operazioni con i droni dovranno essere progettate in modo da ridurre al minimo il consumo di risorse e le emissioni.<\/p>\n<h3>Cooperazione e promozione dell&#8217;innovazione<\/h3>\n<p>Un aspetto centrale della strategia \u00e8 la promozione di collaborazioni tra aziende, istituti di ricerca e attori pubblici. Attraverso la creazione di un hub per i droni, si intendono sfruttare sinergie e ottenere vantaggi economici. Questo hub funger\u00e0 da punto di riferimento centrale per le operazioni con i droni e garantir\u00e0 la disponibilit\u00e0 dei dati per tutte le organizzazioni coinvolte.<\/p>\n<p>La BWAI prevede inoltre di promuovere lo sviluppo di spazi di prova per i voli dei droni, al fine di testare tecnologie innovative in condizioni reali. Questi spazi di prova sono fondamentali per lo sviluppo di standard di sicurezza e per l&#8217;integrazione dei droni nello spazio aereo sopra Amburgo, che \u00e8 particolarmente complesso a causa della vicinanza a due aeroporti commerciali.<\/p>\n<h3>Sfide regolatorie e aspetti di sicurezza<\/h3>\n<p>La strategia UAM tiene conto anche delle sfide regolatorie legate all&#8217;integrazione dei droni nello spazio aereo urbano. La BWAI collabora strettamente con istituzioni nazionali ed europee per definire il quadro giuridico per le operazioni con i droni. Un elemento importante della strategia \u00e8 lo sviluppo di un sistema di gestione del traffico per i droni, che dovrebbe garantire il coordinamento sicuro dei voli dei droni nello spazio
