L&#8217;attuale performance particolarmente devastante dell&#8217;infrastruttura ferroviaria, che porta a proteste da parte delle ferrovie merci e dei caricatori in tutta Europa e che oggi occupa il consiglio del NEE in una riunione di crisi, diventa comprensibile alla luce delle continue omissioni nel finanziamento.<\/strong><\/h5>\n<p>(Berlino) &#8220;La rete ferroviaria \u00e8 evidentemente in una condizione non adeguata per una DB in questo stato&#8221;, ha commentato oggi a Berlino il presidente del consiglio del NEE, Ludolf Kerkeling. Le scarne sezioni del contratto di coalizione riguardanti la creazione di un nuovo settore infrastrutturale orientato al bene comune non sono sufficienti n\u00e9 per le esigenze di riforma della DB n\u00e9 per quelle del Ministero dei Trasporti. Kerkeling: &#8220;Naturalmente \u00e8 emerso che il semaforo non ha preso decisioni sulla strategia della DB e purtroppo non ha nemmeno concretizzato l&#8217;intenzione di una migliore gestione politica, ad esempio attraverso l&#8217;istituzione di un&#8217;agenzia federale per i trasporti secondo il modello svizzero.&#8221;<\/p>\n<p>La frase criptica nel contratto di coalizione, secondo cui &#8220;i profitti derivanti dall&#8217;operazione dell&#8217;infrastruttura (&#8230;) dovrebbero rimanere nella nuova unit\u00e0 infrastrutturale in futuro&#8221;, acquista ora un significato del tutto nuovo. Kerkeling: &#8220;In primo luogo, secondo la nostra comprensione, due frasi prima, la generazione di profitti con la prevista gestione aziendale &#8216;orientata al bene comune&#8217; \u00e8 stata di fatto abolita - questa contraddizione ci ha subito insospettito. D&#8217;altra parte, abbiamo indicazioni che la DB dovrebbe essere esentata dall&#8217;obbligo contrattuale di dividendi anche per il 2020 e il 2021. Considerando un solo lieve calo delle entrate nel 2020, questo potrebbe essere un segnale che la DB sta utilizzando in modo inammissibile gli utili realizzati a spese delle ferrovie merci e passeggeri internamente alla DB, ad esempio per la DB Cargo, che \u00e8 altamente deficitaria, e per molte start-up. Finanziarie queste aziende DB con i canoni di accesso dei concorrenti \u00e8 illegale secondo il diritto europeo e impedisce il trasferimento dei trasporti sulla ferrovia.&#8221;<\/p>\n<h5>Richiesta di una commissione d&#8217;inchiesta nel nuovo Bundestag<\/h5>\n<p>Gli sviluppi presso la DB di propriet\u00e0 federale e nel ministero dovrebbero essere motivo sufficiente per il nuovo Bundestag per istituire una commissione d&#8217;inchiesta.
