En particulier, la situation dans le Golfe Persique s&#8217;est aggrav\u00e9e depuis le d\u00e9but de la guerre en Iran fin f\u00e9vrier. Actuellement, plus de 2 000 navires de commerce avec environ 20 000 marins sont bloqu\u00e9s dans la r\u00e9gion, dont au moins 50 navires de compagnies maritimes allemandes. Le seul passage s\u00fbr hors du Golfe passe par le d\u00e9troit d&#8217;Ormuz, qui est actuellement consid\u00e9r\u00e9 comme dangereux. Selon des rapports, environ 20 navires de commerce ont d\u00e9j\u00e0 \u00e9t\u00e9 attaqu\u00e9s, entra\u00eenant des bless\u00e9s et des d\u00e9c\u00e8s parmi les marins.<\/p>\n<p>\u00ab La guerre en Iran met en lumi\u00e8re le lien \u00e9troit entre les conflits g\u00e9opolitiques et les cha\u00eenes d&#8217;approvisionnement mondiales \u00bb, a d\u00e9clar\u00e9 Gaby Bornheim, pr\u00e9sidente de l&#8217;Association des armateurs allemands (VDR), lors de la conf\u00e9rence de presse annuelle \u00e0 Hambourg. Elle a soulign\u00e9 l&#8217;importance strat\u00e9gique de la protection du transport maritime pour l&#8217;Allemagne, en tant que nation exportatrice, et a exprim\u00e9 sa pens\u00e9e pour les marins qui travaillent dans des conditions difficiles. Martin Kr\u00f6ger, directeur g\u00e9n\u00e9ral du VDR, a ajout\u00e9 que le gouvernement f\u00e9d\u00e9ral doit soigneusement \u00e9valuer les mesures possibles dans cette situation critique pour garantir la s\u00e9curit\u00e9 des voies maritimes et des \u00e9quipages.<\/p>\n<h3>La flotte commerciale allemande en comparaison internationale<\/h3>\n<p>La flotte commerciale allemande reste l&#8217;une des plus grandes au monde et comprend actuellement 1 716 navires avec un tonnage brut (GT) de 46,7 millions. Cela place l&#8217;Allemagne au septi\u00e8me rang au niveau international, derri\u00e8re des pays comme la Gr\u00e8ce et la Chine. Il est particuli\u00e8rement remarquable que la flotte de conteneurs allemande, avec 30,4 millions de GT, occupe d\u00e9sormais la deuxi\u00e8me place mondiale, d\u00e9passant la Chine qui compte 30,2 millions de GT. Seule la Suisse, avec 41,2 millions de GT, devance encore l&#8217;Allemagne.<\/p>\n<p>Kr\u00f6ger a qualifi\u00e9 la flotte commerciale de \u00ab tr\u00e9sor strat\u00e9gique \u00bb, qui assure non seulement l&#8217;approvisionnement de l&#8217;\u00e9conomie et de la population, mais permet \u00e9galement des interventions militaires et humanitaires en cas de besoin.<\/p>\n<h3>Proposition pour renforcer la comp\u00e9tence maritime<\/h3>\n<p>Pour garantir la capacit\u00e9 op\u00e9rationnelle de la flotte commerciale en situation de crise, le VDR propose l&#8217;introduction d&#8217;un service maritime dans le cadre du nouveau service militaire. Ce service maritime devrait contribuer \u00e0 \u00e9tablir une r\u00e9serve maritime civile, dont les membres pourraient, en cas d&#8217;urgence, contribuer au maintien de l&#8217;approvisionnement maritime. En m\u00eame temps, le service maritime offrirait aux jeunes la possibilit\u00e9 d&#8217;acqu\u00e9rir une exp\u00e9rience pratique \u00e0 bord et des contenus de formation qui pourraient \u00eatre reconnus dans le cadre d&#8217;une formation professionnelle ult\u00e9rieure.<\/p>\n<p>Kr\u00f6ger a soulign\u00e9 la n\u00e9cessit\u00e9 d&#8217;une base de personnel national plus large pour \u00eatre pr\u00e9par\u00e9 aux situations de crise. Le service maritime pourrait \u00e9galement servir d&#8217;alternative civile au service militaire, si celui-ci redevenait obligatoire. Le VDR plaide \u00e9galement pour renouer avec les pratiques \u00e9prouv\u00e9es qui \u00e9taient en vigueur jusqu&#8217;\u00e0 la suspension de l&#8217;obligation militaire en 2011, lorsque les marins actifs pouvaient \u00eatre exempt\u00e9s du service militaire en raison de leur indisponibilit\u00e9.<\/p>\n<h3>D\u00e9veloppement positif des chiffres de la rel\u00e8ve dans le secteur maritime<\/h3>\n<p>Le secteur enregistre \u00e9galement une augmentation des nouveaux entrants. En 2023, le nombre de nouveaux entrants en mer est pass\u00e9 de 418 \u00e0 537, soit une augmentation d&#8217;environ 30 % et le chiffre le plus \u00e9lev\u00e9 depuis 2012. Un int\u00e9r\u00eat marqu\u00e9 se manifeste particuli\u00e8rement dans les carri\u00e8res d&#8217;officiers nautiques et techniques ainsi que dans la formation de m\u00e9caniciens de navires.<\/p>\n<p>\u00ab Les d\u00e9veloppements positifs des chiffres de la rel\u00e8ve sont un signe encourageant pour l&#8217;avenir de notre site maritime \u00bb, a d\u00e9clar\u00e9 Bornheim.
