Actuellement, moins d&#8217;un pour cent des nouveaux navires de commerce sont construits aux \u00c9tats-Unis. L&#8217;industrie dispose, selon la Maison Blanche, de 66 chantiers navals au total, dont huit chantiers actifs, 11 chantiers en construction, 22 chantiers de r\u00e9paration avec des installations de dock flottant et 25 chantiers uniquement d\u00e9di\u00e9s \u00e0 la construction de ponts. Ces chiffres soulignent, selon la d\u00e9claration, que les \u00c9tats-Unis ne disposent pas de la capacit\u00e9 n\u00e9cessaire pour r\u00e9pondre aux priorit\u00e9s nationales.<\/p>\n<h3>Pression concurrentielle et pr\u00e9occupations en mati\u00e8re de s\u00e9curit\u00e9<\/h3>\n<p>Pour faire face \u00e0 ces d\u00e9fis, l&#8217;administration Trump a lanc\u00e9 des mesures pour restaurer les capacit\u00e9s de construction navale. Le 9 avril 2025, le pr\u00e9sident a sign\u00e9 l&#8217;Ordonnance Ex\u00e9cutive (E.O.) 14269 intitul\u00e9e &#8222;Restaurer la domination maritime de l&#8217;Am\u00e9rique&#8220;. Cet ordre appelle au d\u00e9veloppement d&#8217;un &#8222;Plan d&#8217;Action Maritime&#8220; (MAP), qui esquisse des \u00e9tapes pour revitaliser le secteur industriel maritime. Le document prend en compte \u00e0 la fois des facteurs internes et internationaux.<\/p>\n<p>Le d\u00e9veloppement du MAP se fait en collaboration avec divers minist\u00e8res, notamment le minist\u00e8re des Affaires \u00e9trang\u00e8res, le bureau du pr\u00e9sident pour les affaires de s\u00e9curit\u00e9 nationale, le bureau de gestion et du budget, ainsi que les minist\u00e8res de la D\u00e9fense, du Commerce, du Travail, des Transports et de la S\u00e9curit\u00e9 int\u00e9rieure. L&#8217;objectif est de regagner la force maritime de l&#8217;Am\u00e9rique et de s&#8217;assurer que la nation peut d\u00e9fendre ses int\u00e9r\u00eats et transporter son
