La directrice g\u00e9n\u00e9rale de G\u00dcTERBAHNEN, Neele Wesseln, a appel\u00e9 le gouvernement f\u00e9d\u00e9ral \u00e0 une financement durable des infrastructures ferroviaires et a averti des bombes \u00e0 retardement financi\u00e8res impr\u00e9visibles au d\u00e9triment des jeunes g\u00e9n\u00e9rations : \u00ab Cela ne signifie pas que nous devrions encore resserrer la vis de l&rsquo;\u00e9conomie. Au contraire : l&rsquo;\u00c9tat et personne d&rsquo;autre doit respecter son obligation constitutionnelle de garantir la pr\u00e9servation et l&rsquo;expansion de son r\u00e9seau ferroviaire selon l&rsquo;article 87 e. Des rails cass\u00e9s et manquants contredisent la formulation de cette mission constitutionnelle. Les apports en capital ou le d\u00e9bat r\u00e9cemment relanc\u00e9 sur les pr\u00eats de l&rsquo;\u00c9tat \u00e0 la DB pour la r\u00e9novation et l&rsquo;expansion du r\u00e9seau ne sont que des astuces comptables. Avec cela, la g\u00e9n\u00e9ration actuelle veut transf\u00e9rer sa responsabilit\u00e9 financi\u00e8re soit aux g\u00e9n\u00e9rations futures, soit aux clients ferroviaires. Ni l&rsquo;un ni l&rsquo;autre n&rsquo;est pr\u00e9vu par l&rsquo;article 87 e de la loi fondamentale. Apr\u00e8s tout, l&rsquo;\u00c9tat finance \u00e9galement ses routes nationales principalement \u00e0 partir de fonds fiscaux g\u00e9n\u00e9raux et annuels.<\/h5>\n<p>Wesseln a \u00e9galement critiqu\u00e9 le fait que la structure de l&rsquo;endettement de la DB, qui a rapidement atteint plus de 34 milliards d&rsquo;euros au cours de la derni\u00e8re d\u00e9cennie, est \u00e9galement un probl\u00e8me interg\u00e9n\u00e9rationnel. Wesseln : \u00ab Les soci\u00e9t\u00e9s DB en difficult\u00e9 concurrentielle et le poids du groupe augmentent continuellement l&rsquo;endettement et esp\u00e8rent secr\u00e8tement que l&rsquo;\u00c9tat d\u00e9sendette un jour son entreprise. Cependant, cette strat\u00e9gie nuit \u00e0 l&rsquo;ensemble du syst\u00e8me ferroviaire sur le march\u00e9 des transports. \u00bb<\/p>\n<h5>Des fonds pour les investissements futurs manquent<\/h5>\n<p>Parce que des subventions obsol\u00e8tes comme le privil\u00e8ge fiscal sur le diesel sont maintenues m\u00eame dans des situations difficiles, des fonds pour les investissements futurs font d\u00e9faut. Ce n&rsquo;est pas le frein \u00e0 l&rsquo;endettement, mais un faible taux d&rsquo;\u00c9tat qui est pour le ministre des Finances l&rsquo;indicateur politique central qui guide son comportement. Wesseln : \u00ab Cela conduit de plus en plus \u00e0 ce que des investissements n\u00e9cessaires dans l&rsquo;expansion et m\u00eame la pr\u00e9servation des infrastructures soient abandonn\u00e9s en raison de la situation budg\u00e9taire difficile.
