Concr\u00e8tement, cela concerne les envois de fret a\u00e9rien en provenance de pays tiers vers l&rsquo;UE \u00e0 partir de mars 2023. \u00ab La proc\u00e9dure suivante ICS2 apporte des am\u00e9liorations pour les participants, notamment en ce qui concerne la protection de la concurrence \u00bb, souligne Simon Lembke, responsable du d\u00e9partement des applications douani\u00e8res et de transport chez DAKOSY. Du c\u00f4t\u00e9 de la soci\u00e9t\u00e9 de logiciels hambourgeoise DAKOSY, les processus et interfaces sont pr\u00e9par\u00e9s.<\/strong><\/h5>\n<p>(Hambourg) \u00c0 la suite des attentats terroristes du 11 septembre, la proc\u00e9dure ICS a \u00e9t\u00e9 introduite pour l&rsquo;enregistrement des marchandises avant leur entr\u00e9e dans l&rsquo;UE pour l&rsquo;\u00e9valuation des risques et la pr\u00e9vention des dangers. Avec ICS2, l&rsquo;UE centralise l&rsquo;enregistrement par les transporteurs gr\u00e2ce \u00e0 un syst\u00e8me d&rsquo;informations pr\u00e9alables sur le fret : \u00e0 partir de mars 2023 pour les compagnies a\u00e9riennes et de mars 2024 pour les compagnies maritimes.<\/p>\n<p>Lembke r\u00e9sume les principales nouveaut\u00e9s : \u00ab Les d\u00e9clarations seront d\u00e9sormais envoy\u00e9es directement au nouveau syst\u00e8me de l&rsquo;UE, l&rsquo;interface partag\u00e9e des commer\u00e7ants (STI), et devront \u00eatre disponibles avant le chargement des marchandises. En comparaison, la d\u00e9claration d&rsquo;entr\u00e9e devait jusqu&rsquo;\u00e0 pr\u00e9sent \u00eatre soumise \u00e9lectroniquement \u00e0 l&rsquo;autorit\u00e9 douani\u00e8re au plus tard quatre heures avant l&rsquo;arriv\u00e9e dans l&rsquo;UE, lorsque les marchandises touchent pour la premi\u00e8re fois les fronti\u00e8res douani\u00e8res de l&rsquo;UE.<\/p>\n<h5><strong>Les prestataires logistiques doivent divulguer moins de donn\u00e9es<\/strong><\/h5>\n<p>Une autre modification importante est la possibilit\u00e9 pour les compagnies maritimes ou les compagnies a\u00e9riennes de ne fournir que des informations de base au syst\u00e8me d&rsquo;informations pr\u00e9alables sur le fret de l&rsquo;UE, et les informations suppl\u00e9mentaires, par exemple de la part des transitaires ou des logisticiens, seraient directement signal\u00e9es au syst\u00e8me ICS. Ce principe, appel\u00e9 \u00ab Multiple Filing \u00bb, constitue une protection de la concurrence pour les acteurs. \u00ab Les transitaires et les logisticiens n&rsquo;ont plus besoin de divulguer \u00e0 leurs clients et aux donn\u00e9es sensibles qui y sont associ\u00e9es aux compagnies maritimes ou aux compagnies a\u00e9riennes dans le cadre de la proc\u00e9dure \u00bb, pr\u00e9cise Lembke.<\/p>\n<h5><strong>Se pr\u00e9parer \u00e0 temps pour la transition<\/strong><\/h5>\n<p>DAKOSY recommande aux participants de la proc\u00e9dure ICS de se pr\u00e9parer \u00e0 temps pour la transition. Il doit \u00eatre garanti que des donn\u00e9es suffisamment pr\u00e9cises peuvent \u00eatre fournies. En effet, pour ICS2, un format uniforme appel\u00e9 D\u00e9claration Sommaire d&rsquo;Entr\u00e9e (ENS) a \u00e9t\u00e9 \u00e9tabli, qui ne permet aucune d\u00e9viation. De plus, la pr\u00e9cision requise des informations augmente, par exemple pour le code SH. Auparavant, il fallait indiquer soit la description des marchandises, soit au moins quatre chiffres pour la d\u00e9claration d&rsquo;entr\u00e9e, \u00e0 l&rsquo;avenir, six chiffres du code SH devront \u00eatre transmis de mani\u00e8re obligatoire.<\/p>\n<p>\u00ab Pour nos clients, dont beaucoup sont de grandes compagnies a\u00e9riennes et compagnies maritimes, nous travaillons d\u00e9j\u00e0 avec ce format. Ainsi, pour eux, tout reste globalement comme avant, et nous nous occupons du nouveau chemin de d\u00e9claration et, si n\u00e9cessaire, d&rsquo;un ajustement des interfaces.
