Le R\u00e9seau Europ\u00e9en des Chemins de Fer (NEE) parle d&rsquo;un probable financement crois\u00e9 du d\u00e9ficit Cargo par les paiements de p\u00e9age de ses concurrents.<\/strong><\/h5>\n<p>(Berlin) La performance de DB Cargo est, du point de vue des chemins de fer de marchandises, non seulement particuli\u00e8rement pertinente pour une concurrence intramodale \u00e9quitable, mais elle produit \u00e9galement des conclusions dans la politique et le public sur le syst\u00e8me ferroviaire dans son ensemble, qui assure toujours pouvoir en faire davantage. \u00ab Pour les chemins de fer de marchandises qui n&rsquo;appartiennent pas \u00e0 la DB, et qui ont principalement affich\u00e9 des chiffres positifs m\u00eame en p\u00e9riode de pand\u00e9mie, le septi\u00e8me r\u00e9sultat annuel n\u00e9gatif cons\u00e9cutif de DB Cargo n&rsquo;est pas une raison de se r\u00e9jouir. Le chiffre de moins 480 millions d&rsquo;euros rapport\u00e9 par le \u00ab\u00a0Tagesspiegel\u00a0\u00bb jette une ombre sur l&rsquo;ensemble du secteur, qui pourrait en r\u00e9alit\u00e9 en faire beaucoup plus. D&rsquo;autre part, DB Cargo doit se voir poser la question de la mani\u00e8re dont ces r\u00e9sultats sont obtenus.<\/p>\n<h5><strong>La Commission europ\u00e9enne a annonc\u00e9 une enqu\u00eate<\/strong><\/h5>\n<p>\u00ab Les d\u00e9ficits dans le transport de wagons isol\u00e9s ne peuvent pas l&rsquo;expliquer \u00e0 eux seuls \u00bb, commente Peter Westenberger, directeur g\u00e9n\u00e9ral du R\u00e9seau Europ\u00e9en des Chemins de Fer. La Commission europ\u00e9enne a annonc\u00e9 une enqu\u00eate sur le soup\u00e7on que les transports Cargo sont propos\u00e9s \u00e0 des co\u00fbts inf\u00e9rieurs et que le d\u00e9ficit ainsi cr\u00e9\u00e9 est continuellement compens\u00e9 par les contrats de transfert de b\u00e9n\u00e9fices internes au groupe. \u00ab Si, comme il ressort \u00e9galement du rapport du \u00ab\u00a0Tagesspiegel\u00a0\u00bb, la DB Netz r\u00e9alise en m\u00eame temps des b\u00e9n\u00e9fices consid\u00e9rables, les concurrents financeraient finalement DB Cargo par leurs redevances de p\u00e9age \u00bb, explique Westenberger.<\/p>\n<h5><strong>Soup\u00e7on de financement crois\u00e9 ill\u00e9gal ?<\/strong><\/h5>\n<p>Le soup\u00e7on de financement crois\u00e9 ill\u00e9gal au sein du groupe s&rsquo;impose. \u00ab Une raison de plus pour la politique d&rsquo;annuler imm\u00e9diatement les contrats de domination et de transfert de r\u00e9sultats entre le groupe DB et DB Netz et, dans un second temps, de r\u00e9organiser la division des infrastructures de mani\u00e8re orient\u00e9e vers l&rsquo;int\u00e9r\u00eat g\u00e9n\u00e9ral, comme annonc\u00e9 dans l&rsquo;accord de coalition. \u00bb Dans une lettre au ministre f\u00e9d\u00e9ral des Transports, l&rsquo;association des chemins de fer de marchandises demande de s&rsquo;attaquer aux distorsions de concurrence sur le march\u00e9 ferroviaire, mais aussi aux inconv\u00e9nients pour DB Cargo ainsi que pour ses concurrents, qui r\u00e9sultent d&rsquo;un soutien au transport routier de marchandises et des d\u00e9ficits de qualit\u00e9 de l&rsquo;infrastructure ferroviaire.
