Cependant, les derni\u00e8res ann\u00e9es ont montr\u00e9 que ces offres sont de plus en plus difficiles \u00e0 financer de mani\u00e8re autonome. Lors de sa s\u00e9ance du 30 mars 2022, le Conseil f\u00e9d\u00e9ral a adopt\u00e9 un rapport contenant des propositions de r\u00e9forme correspondantes.<\/strong><\/h5>\n<p>(Berne) Le DETEC (D\u00e9partement f\u00e9d\u00e9ral de l&rsquo;environnement, des transports, de l&rsquo;\u00e9nergie et de la communication) \u00e9laborera d&rsquo;ici l&rsquo;automne 2022 un projet de consultation avec deux orientations possibles.<\/p>\n<p>Le transport ferroviaire de marchandises en r\u00e9seau compl\u00e8te le transport de marchandises en transit \u00e0 travers les Alpes. Il concerne les transports \u00e0 l&rsquo;int\u00e9rieur de la Suisse ainsi que pour l&rsquo;importation et l&rsquo;exportation. Selon la loi, il doit \u00eatre r\u00e9alis\u00e9 de mani\u00e8re autonome. C&rsquo;est un grand d\u00e9fi, car ici, les transports de wagons individuels avec diff\u00e9rentes marchandises doivent \u00eatre assembl\u00e9s de mani\u00e8re complexe.<\/p>\n<p>Dans un rapport en r\u00e9ponse \u00e0 la motion 21.3597 de la Commission des transports du Conseil des \u00c9tats, le Conseil f\u00e9d\u00e9ral pr\u00e9sente maintenant diff\u00e9rents sc\u00e9narios pour le d\u00e9veloppement futur du transport ferroviaire de marchandises ainsi que des options pour l&rsquo;adaptation des conditions l\u00e9gales et pour un soutien financier. La question centrale est de savoir si et comment le transport de wagons complets, qui n&rsquo;est actuellement pas rentable, doit \u00eatre positionn\u00e9 afin qu&rsquo;il puisse continuer \u00e0 contribuer \u00e0 la s\u00e9curit\u00e9 d&rsquo;approvisionnement et \u00e0 l&rsquo;atteinte des objectifs climatiques.<\/p>\n<h5><strong>\u00c9laborer deux orientations<\/strong><\/h5>\n<p>Sur la base du rapport, le Conseil f\u00e9d\u00e9ral a charg\u00e9 le DETEC d&rsquo;\u00e9laborer d&rsquo;ici fin septembre un projet de consultation avec deux orientations :<\/p>\n<ul>\n<li>La premi\u00e8re orientation vise \u00e0 maintenir un transport ferroviaire de marchandises autonome. L&rsquo;ordre du march\u00e9 orient\u00e9 vers la concurrence sera maintenu. Le transport de marchandises par rail doit \u00eatre renforc\u00e9 par des instruments d&rsquo;incitation suppl\u00e9mentaires, par exemple par des contributions \u00e0 la r\u00e9duction des co\u00fbts pour les exp\u00e9diteurs.<\/li>\n<li>La deuxi\u00e8me orientation pr\u00e9voit que le transport de wagons complets soit modernis\u00e9 de mani\u00e8re exhaustive en coordination avec le secteur et que son attractivit\u00e9 pour les clients soit cibl\u00e9e. Cela n\u00e9cessite un soutien financier complet du transport de wagons complets par la Conf\u00e9d\u00e9ration.<\/li>\n<\/ul>\n<h5><strong>Transport de wagons complets<\/strong><\/h5>\n<p>Dans le transport ferroviaire de marchandises en r\u00e9seau (trafic int\u00e9rieur, importation et exportation), une part importante des marchandises est transport\u00e9e par le biais du transport de wagons complets. Dans ce cadre, des wagons de chemin de fer individuels ou des groupes de wagons sont collect\u00e9s \u00e0 partir de voies de raccordement et de terminaux de chargement, form\u00e9s en trains et dirig\u00e9s vers des gares de triage, o\u00f9 de nouveaux trains sont assembl\u00e9s en fonction de la r\u00e9gion de destination.<\/p>\n<h5><strong>Flux logistiques et de production sans friction<\/strong><\/h5>\n<p>\u00c0 la gare de destination, ils sont r\u00e9partis en wagons individuels ou en groupes de wagons. Ce r\u00e9seau permet de nombreux transports entre les principaux sites de production, centres logistiques et entrep\u00f4ts de la Suisse.
