Les armateurs doivent r\u00e9duire leurs \u00e9missions annuelles moyennes de CO2 par unit\u00e9 de transport pour tous leurs navires d&rsquo;au moins 40 % d&rsquo;ici 2030.<\/p>\n<p>(Bruxelles) Pour d\u00e9carboniser le transport maritime, le Parlement europ\u00e9en a vot\u00e9 en faveur de l&rsquo;inclusion des \u00e9missions de CO2 du transport maritime dans le syst\u00e8me d&rsquo;\u00e9change de quotas d&rsquo;\u00e9mission de l&rsquo;UE.<\/p>\n<p>Mercredi, le Parlement europ\u00e9en \u00e0 Bruxelles a adopt\u00e9 sa position sur la proposition de la Commission visant \u00e0 r\u00e9viser le syst\u00e8me de l&rsquo;UE pour la surveillance, le reporting et la v\u00e9rification des \u00e9missions de CO2 du transport maritime (le \u00ab\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/?uri=celex%3A32015R0757\">r\u00e8glement EU-MRV<\/a>\u00ab\u00a0) avec 520 voix pour, 94 contre et 77 abstentions.<\/p>\n<p><strong>Un accord mondial n\u00e9cessaire<\/strong><\/p>\n<p>Les d\u00e9put\u00e9s europ\u00e9ens s&rsquo;accordent largement \u00e0 dire que les obligations de reporting de l&rsquo;UE et de l&rsquo;Organisation maritime internationale (OMI) devraient \u00eatre harmonis\u00e9es, comme propos\u00e9 par la Commission. Cependant, ils notent que l&rsquo;OMI a peu progress\u00e9 vers un accord mondial ambitieux sur la r\u00e9duction des \u00e9missions de gaz \u00e0 effet de serre. La Commission doit donc examiner l&rsquo;int\u00e9grit\u00e9 \u00e9cologique g\u00e9n\u00e9rale des mesures adopt\u00e9es par l&rsquo;OMI, y compris les objectifs de l&rsquo;Accord de Paris. Un accord mondial et ambitieux sur les \u00e9missions de gaz \u00e0 effet de serre du transport maritime est urgent, ajoutent-ils.<\/p>\n<p>Le Parlement exige que les navires de plus de 5000 tonneaux de jauge brute soient inclus dans le <a href=\"https:\/\/ec.europa.eu\/clima\/policies\/ets_en\">syst\u00e8me d&rsquo;\u00e9change de quotas d&rsquo;\u00e9mission de l&rsquo;UE (ETS)<\/a>.<\/p>\n<p>Cependant, les d\u00e9put\u00e9s estiment qu&rsquo;une politique bas\u00e9e sur le march\u00e9 pour la r\u00e9duction des \u00e9missions n&rsquo;est pas suffisante et demandent que les armateurs r\u00e9duisent leurs \u00e9missions annuelles moyennes de CO2 par unit\u00e9 de transport pour tous leurs navires d&rsquo;au moins 40 % d&rsquo;ici 2030.<\/p>\n<p><strong>Cr\u00e9ation d&rsquo;un fonds oc\u00e9anique<\/strong><\/p>\n<p>Les d\u00e9put\u00e9s demandent un \u00ab\u00a0fonds oc\u00e9anique\u00a0\u00bb pour la p\u00e9riode 2022-2030, financ\u00e9 par la vente aux ench\u00e8res de certificats d&rsquo;\u00e9mission ETS. Cet argent devrait \u00eatre utilis\u00e9 pour rendre les navires plus \u00e9co\u00e9nerg\u00e9tiques et soutenir les investissements dans des technologies et infrastructures innovantes, telles que des carburants alternatifs et des ports verts. 20 % des revenus du fonds devraient \u00eatre utilis\u00e9s pour mieux prot\u00e9ger, restaurer et g\u00e9rer efficacement les \u00e9cosyst\u00e8mes marins affect\u00e9s par le r\u00e9chauffement climatique.<\/p>\n<p>Jutta Paulus (Verts\/ALE) : \u00ab\u00a0Aujourd&rsquo;hui, nous envoyons un signal fort en accord avec le Green Deal europ\u00e9en et l&rsquo;\u00e9tat d&rsquo;urgence climatique : la surveillance et le reporting des \u00e9missions de CO2 sont importants, mais les statistiques seules ne r\u00e9duisent pas un gramme de gaz \u00e0 effet de serre ! C&rsquo;est pourquoi nous allons plus loin que la proposition de la Commission et demandons des mesures plus strictes pour r\u00e9duire les \u00e9missions du transport maritime.\u00a0\u00bb<\/p>\n<p>Le Parlement est maintenant pr\u00eat \u00e0 entamer des n\u00e9gociations avec les \u00c9tats membres sur la forme finale de la l\u00e9gislation.<\/p>\n<p><strong>Contexte<\/strong><\/p>\n<p>Le transport maritime est le seul secteur pour lequel l&rsquo;UE n&rsquo;a pas d&rsquo;obligations sp\u00e9cifiques de r\u00e9duction des \u00e9missions de gaz \u00e0 effet de serre. Le transport maritime mondial repr\u00e9sente environ 2 \u00e0 3 % des \u00e9missions mondiales de gaz \u00e0 effet de serre, plus que tous les \u00c9tats membres de l&rsquo;UE.
