Avec la subvention de la DB par le gouvernement allemand, le NEE voit une distorsion claire de la concurrence et souhaite agir contre cela.<\/p>\n<p>(Berlin) Le gouvernement f\u00e9d\u00e9ral et le Bundestag envisagent d&rsquo;accorder \u00e0 la Deutsche Bahn AG jusqu&rsquo;\u00e0 cinq milliards d&rsquo;euros en tant que capital propre d&rsquo;ici la fin de l&rsquo;ann\u00e9e, justifiant cette initiative par les effets de la pand\u00e9mie de COVID-19. Cette initiative est, selon le R\u00e9seau Europ\u00e9en des Chemins de Fer (NEE), ill\u00e9gale au regard du droit europ\u00e9en, car elle d\u00e9formerait massivement la concurrence \u00e9quitable en faveur des chemins de fer de marchandises de la DB, ind\u00e9pendamment de la n\u00e9cessit\u00e9 de soutenir les chemins de fer de marchandises touch\u00e9s par le COVID. M\u00eame en p\u00e9riode de pand\u00e9mie, des r\u00e8gles europ\u00e9ennes existent pour prot\u00e9ger les engagements entrepreneuriaux et les emplois contre l&rsquo;arbitraire des subventions.<\/p>\n<h5>Distorsion grave de la concurrence<\/h5>\n<p> L&rsquo;augmentation de capital pr\u00e9vue repr\u00e9senterait une grave distorsion de la concurrence pour les entreprises de chemins de fer de marchandises repr\u00e9sent\u00e9es par le NEE, qui n&rsquo;appartiennent pas au groupe DB. Du point de vue du NEE, il est particuli\u00e8rement regrettable que les efforts fondamentalement align\u00e9s des chemins de fer concurrents et de DB Cargo pour transf\u00e9rer le transport de la route vers le rail soient sap\u00e9s sur le plan politique par la d\u00e9savantage des chemins de fer concurrents, mettant ainsi en p\u00e9ril l&rsquo;histoire \u00e0 succ\u00e8s de la concurrence (doublement du transport de marchandises sur rail depuis le milieu des ann\u00e9es 90). Bien qu&rsquo;il s&rsquo;agisse d&rsquo;entreprises juridiquement ind\u00e9pendantes, elles sont n\u00e9anmoins sous un m\u00eame toit. En particulier dans le cas des subventions li\u00e9es au COVID, on pourrait investir dans une soci\u00e9t\u00e9 d&rsquo;infrastructure neutre et personne ne devrait discuter de la distorsion de la concurrence.
