
Ship managers call for changes to IMO net-zero framework
InterManager reports that it has submitted a proposal to the IMO’s Marine Environment Protection Committee (MEPC 83), urging revisions to the net-zero framework.
The association argues that the proposed draught of ‘Marpol Annex VI’ incorrectly assigns responsibility for GHG emissions to ship managers, despite their lack of control over fuel procurement and engine types. The submission highlights that around 20% of the global fleet is managed by third-party managers who have “no material influence” on a ship’s GHG intensity.
InterManager warns that making ship managers solely responsible for penalties is “factually wrong” and could lead to legal challenges. The association proposes that liability be assigned to shipowners, ensuring “a more practical and equitable framework for decarbonisation.” (js)
