Seg\u00fan la Uni\u00f3n Internacional de Transporte por Carretera y Ferrocarril (UIRR), el nuevo reglamento ofrece la oportunidad de asegurar m\u00e1s y mejores rutas para trenes de carga intermodales transfronterizos y mejorar la fiabilidad del transporte ferroviario de mercanc\u00edas transfronterizo. Estas mejoras han sido solicitadas durante mucho tiempo por la industria. El reglamento regula la gesti\u00f3n de la capacidad de la infraestructura ferroviaria tanto durante la elaboraci\u00f3n del horario anual como en tiempos de gesti\u00f3n de desv\u00edos temporales, que se hacen necesarios debido a trabajos de construcci\u00f3n en secciones espec\u00edficas de la l\u00ednea.<\/p>\n<h3>Fortalecimiento de la voz de los usuarios<\/h3>\n<p>La UIRR, junto con otras asociaciones, ha presentado una propuesta para la creaci\u00f3n de la Plataforma Ferroviaria Europea (ERP). Esta propuesta ha sido enviada a la Comisi\u00f3n Europea junto con otras asociaciones que representan a empresas de transporte de pasajeros y mercanc\u00edas, operadores de instalaciones de servicio, autoridades competentes y otros actores del mercado. La ERP debe funcionar como la voz colectiva de los usuarios de la infraestructura ferroviaria y de los actores intermodales, y constituir un componente fuerte y estructurado de la nueva arquitectura de gesti\u00f3n de capacidad, que ser\u00e1 responsabilidad de la Red Europea de Gestores de Infraestructura (ENIM). ENIM liderar\u00e1 el desarrollo de directrices y normas europeas para la asignaci\u00f3n de capacidad.<\/p>\n<blockquote>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-31543 alignleft\" src=\"https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26-224x300.jpg\" alt=\"\" width=\"97\" height=\"129\" srcset=\"https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26-224x300.jpg 224w, https:\/\/dashboard.logismedia.group\/wp-content\/uploads\/2026\/06\/UIRR_11.6.26.jpg 358w\" sizes=\"auto, (max-width: 97px) 100vw, 97px\" \/>\u201cEl nuevo reglamento de capacidad ofrece a las empresas de transporte de carga intermodal la oportunidad <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">de contar con m\u00e1s y mejores rutas ferroviarias <\/span><\/span><\/em><em><span lang=\"EN-GB\"><span dir=\"auto\">as\u00ed como de tener un derecho formal de participaci\u00f3n en la <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">elaboraci\u00f3n de las normas. Instamos a la Comisi\u00f3n a que apruebe el reglamento de capacidad <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">sin demora y a complementar este avance con una revisi\u00f3n ambiciosa de la <\/span><\/span><\/em><\/p>\n<p><em><span lang=\"EN-GB\"><span dir=\"auto\">directiva sobre el transporte combinado.\u201d<\/span><\/span><\/em><\/p>\n<p><span lang=\"EN-GB\"><span dir=\"auto\">Ralf-Charley Schultze, Director General de UIRR.<\/span><\/span><\/p>\n<\/blockquote>\n<h3>Urgencia de la aprobaci\u00f3n<\/h3>\n<p>La UIRR insta a la Comisi\u00f3n Europea a aprobar la propuesta para la ERP lo antes posible. Los usuarios de la infraestructura ferroviaria deben ser incluidos desde el principio en el nuevo proceso de gobernanza. La reforma de la gesti\u00f3n de horarios (TTR) introduce herramientas digitales innovadoras y enfoques orientados al mercado para la gesti\u00f3n de capacidad, que benefician directamente a los servicios intermodales. Estas innovaciones facilitan el acceso a rutas utilizables y fiables y permiten una mejor planificaci\u00f3n de las operaciones transfronterizas con mayor previsibilidad.<\/p>\n<h3>Necesidad de modernizaci\u00f3n<\/h3>\n<p>La UIRR enfatiza que esta modernizaci\u00f3n es esencial para los trenes de carga intermodales, ya que dependen de tiempos de tr\u00e1nsito competitivos y de una coordinaci\u00f3n a nivel de red para ofrecer una alternativa cre\u00edble al transporte por carretera. Dada la evoluci\u00f3n de las condiciones regulatorias, la UIRR insta a las instituciones de la UE a modernizar tambi\u00e9n el marco legal para el Transporte Combinado. La directiva sobre el Transporte Combinado, que data de 1992 y que actualmente se est\u00e1 revisando, debe actualizarse para reflejar las condiciones operativas, comerciales y medioambientales actuales en el transporte de mercanc\u00edas intermodales. Un reglamento de capacidad moderno combinado con una directiva sobre el Transporte Combinado obsoleta dejar\u00eda una brecha significativa en el marco pol\u00edtico.
