Eine aktuelle Untersuchung des ZEW Mannheim beleuchtet jedoch, dass die konkrete Gestaltung dieser Massnahmen entscheidend f\u00fcr ihre Effektivit\u00e4t ist. Am Beispiel der globalen Stahlindustrie zeigt die Studie, dass insbesondere benchmarkbasierte Modelle, die sich an den Emissionsintensit\u00e4ten orientieren, das Preissignal erheblich schw\u00e4chen.<\/p>\n<h3>Wirkung unterschiedlicher Ans\u00e4tze<\/h3>\n<p>Laut den Ergebnissen der Studie \u00fcbertragen intensit\u00e4tsbasierte Ans\u00e4tze lediglich etwa 36 Prozent des erforderlichen CO\u2082-Preises, um die gleiche globale Emissionsreduktion wie mengenbasierte Modelle zu erreichen. Dies hat zur Folge, dass die Wohlstandsverluste in den betroffenen Sektoren steigen. Eunseong Park, Wissenschaftler im Forschungsbereich \u201eUmwelt- und Klima\u00f6konomik\u201c des ZEW, betont: \u201eUnsere Ergebnisse zeigen, dass die Wahl des BCA-Designs kein technisches Detail ist, sondern grundlegende Auswirkungen auf Klimaschutz und Wettbewerbsf\u00e4higkeit hat.\u201c<\/p>\n<p>Ein intensit\u00e4tsbasierter Ansatz kann laut Park als eine Kombination aus CO\u2082-Preis und impliziter Subvention f\u00fcr die Produktion betrachtet werden, was die Lenkungswirkung der Massnahmen verw\u00e4ssert. Prof. Dr. Sebastian Rausch, Leiter des Forschungsbereichs, weist darauf hin, dass ohne einen klaren CO\u2082-Preisanreiz im Inland die Ziele dieser Instrumente nicht erreicht werden k\u00f6nnen.
