In einer Rede auf der CNS Partnership Conference in San Francisco \u00e4usserte Brandon Fried, der Executive Director der AfA, Bedenken, dass eine Reduzierung der staatlichen Aufsicht die Sicherheit im Luftverkehr gef\u00e4hrden k\u00f6nnte. Dies k\u00f6nnte die Lehren, die nach den Anschl\u00e4gen vom 11. September 2001 gezogen wurden, untergraben.<\/p>\n<p>Fried betonte, dass die Lehren aus den Ereignissen von 2001 eindeutig seien und die Risiken eines Versagens zu hoch. Er warnte, dass jede Schw\u00e4chung der bundesstaatlichen Kontrolle \u00fcber die Passagierkontrolle die Sicherheitsanf\u00e4lligkeiten zur\u00fcckbringen k\u00f6nnte, die das System urspr\u00fcnglich beseitigen sollte. Die Bundesverstaatlichung der Passagierkontrolle wurde als direkte Reaktion auf die systematischen Schw\u00e4chen eingef\u00fchrt, die vor den Anschl\u00e4gen sichtbar wurden, als oft kosteng\u00fcnstige Sicherheitsvertr\u00e4ge Vorrang vor der Effektivit\u00e4t hatten.<\/p>\n<p>Die AfA argumentiert, dass die Frachtf\u00fchrer ein effektives Sicherheitsmodell entwickelt haben, das auf Programmen wie dem Known Shipper Program, dem Certified Cargo Screening Program und dem Air Cargo Advance Screening (ACAS) basiert. Diese Programme erm\u00f6glichen es zertifizierten Betreibern, Fracht vor dem Erreichen der Flugh\u00e4fen zu \u00fcberpr\u00fcfen und im Voraus Daten vor dem Abflug zu \u00fcbermitteln. Dabei werden nationale Standards und Verantwortlichkeiten von der TSA, dem Zoll und dem Grenzschutz sowie der Industrie aufrechterhalten.<\/p>\n<p>Die AfA stellt klar, dass dieses Modell nicht als Rechtfertigung f\u00fcr eine Privatisierung der Passagierkontrolle dienen sollte. Die fragmentierte Beschaffung und die durch Kosten getriebenen Vertr\u00e4ge waren Schw\u00e4chen, die durch die Bundesverstaatlichung angegangen werden sollten. Fried f\u00fcgte hinzu, dass die Luftfrachtindustrie gezeigt habe, dass \u00f6ffentlich-private Partnerschaften funktionieren k\u00f6nnen, jedoch nur mit einer starken bundesstaatlichen Aufsicht, die Standards festlegt und die Einhaltung \u00fcberwacht.<\/p>\n<p>Die Airforwarders Association fordert die politischen Entscheidungstr\u00e4ger auf, Vorschl\u00e4ge zur Privatisierung von Passagierkontrollen abzulehnen und stattdessen die Autorit\u00e4t der TSA zu erhalten und zu st\u00e4rken, um einheitliche Sicherheitsstandards im Luftverkehr zu gew\u00e4hrleisten.<\/p>\n<p>Auf der Konferenz wurde Fried, der seit 2005 Executive Director der AfA ist und k\u00fcrzlich seinen R\u00fccktritt zum Jahresende angek\u00fcndigt hat, von Alicia Lines, Pr\u00e4sidentin von Cargo Network
