Diese Strategie wurde in einem partizipativen Prozess erarbeitet, an dem zahlreiche Akteure aus Wissenschaft, Wirtschaft und Verwaltung beteiligt waren. Die Beh\u00f6rde f\u00fcr Wirtschaft, Arbeit und Innovation (BWAI) hat die Initiative ergriffen und in Zusammenarbeit mit dem Cluster Hamburg Aviation e.V. sowie dem Drohnennetzwerk Windrove ein Konzept entwickelt, das die Integration von Drohnentechnologien in den urbanen Raum f\u00f6rdern soll.<\/p>\n<h3>Strategische Ziele und Handlungsfelder<\/h3>\n<p>Die UAM-Strategie verfolgt mehrere zentrale Ziele. Dazu geh\u00f6rt die sichere und gesellschaftlich akzeptierte Integration von Drohnentechnologien in den Hamburger Luftraum. Die Strategie definiert sechs Handlungsfelder, die sich auf Anwendungsbereiche, Technologien, Infrastruktur, Finanzierung, Aus- und Weiterbildung sowie Regulatorik konzentrieren. Ein besonderes Augenmerk liegt auf der sozialen Akzeptanz und der \u00f6kologischen Vertr\u00e4glichkeit der Drohneneins\u00e4tze, die als grundlegende Pr\u00e4missen f\u00fcr die Umsetzung der Strategie betrachtet werden.<\/p>\n<p>Die Strategie sieht vor, dass Drohnen in verschiedenen Bereichen eingesetzt werden, darunter Logistik, Infrastruktur\u00fcberwachung und Katastrophenschutz. Um die Akzeptanz in der Bev\u00f6lkerung zu f\u00f6rdern, sind transparente Kommunikation und die fr\u00fchzeitige Einbindung der B\u00fcrgerinnen und B\u00fcrger in Entscheidungsprozesse vorgesehen. Zudem sollen Drohneneins\u00e4tze ressourcenschonend und emissionsarm gestaltet werden.<\/p>\n<h3>Kooperation und Innovationsf\u00f6rderung<\/h3>\n<p>Ein zentraler Aspekt der Strategie ist die F\u00f6rderung von Kooperationen zwischen Unternehmen, Forschungseinrichtungen und \u00f6ffentlichen Akteuren. Durch die Schaffung eines Drohnen-Hubs sollen Synergien genutzt und Kostenvorteile erzielt werden. Dieser Hub wird als zentrale Anlaufstelle f\u00fcr Drohneneins\u00e4tze dienen und die Datenverf\u00fcgbarkeit f\u00fcr alle beteiligten Organisationen gew\u00e4hrleisten.<\/p>\n<p>Die BWAI plant zudem, die Entwicklung von Testr\u00e4umen f\u00fcr Drohnenfl\u00fcge voranzutreiben, um innovative Technologien unter realen Bedingungen zu erproben. Diese Testr\u00e4ume sind entscheidend f\u00fcr die Entwicklung von Sicherheitsstandards und die Integration von Drohnen in den Luftraum \u00fcber Hamburg, der durch die N\u00e4he zu zwei Verkehrsflugh\u00e4fen besonders komplex ist.<\/p>\n<h3>Regulatorische Herausforderungen und Sicherheitsaspekte<\/h3>\n<p>Die UAM-Strategie ber\u00fccksichtigt auch die regulatorischen Herausforderungen, die mit der Integration von Drohnen in den st\u00e4dtischen Luftraum verbunden sind. Die BWAI arbeitet eng mit nationalen und europ\u00e4ischen Institutionen zusammen, um die rechtlichen Rahmenbedingungen f\u00fcr den Drohnenbetrieb zu gestalten. Ein wichtiger Bestandteil der Strategie ist die Entwicklung eines Verkehrsmanagementsystems f\u00fcr Drohnen, das die sichere Koordination von Drohnenfl\u00fcgen im urbanen Raum gew\u00e4hrleisten
