Feb 2, 2026 at 11:45 AMFedEx has appointed Scott Ray as Chief Operating Officer (COO) for Surface Operations in the United States and Canada. This decision will take effect on June 1, 2026, while Ray will step into the new role as COO-elect starting February 1, 2026. He will report directly to Raj Subramaniam, President and CEO of FedEx, and is the latest member of the FedEx Executive Committee. Ray succeeds John Smith, who will assume the position of CEO of FedEx Freight on June 1, 2026.
In his new role, Ray will be responsible for all aspects of Surface Operations in the United States and Canada. This includes the daily execution of safe and reliable package deliveries as well as the effective implementation of strategic initiatives, including the Network 2.0 program.
Ray brings extensive operational leadership experience, spanning 39 years at FedEx. Since 2024, he has served as President of Surface Operations and previously held the position of Executive Vice President and COO of FedEx Ground. Throughout his career, Ray has led several transformation projects, including the consolidation of the operational networks of Ground and Home Delivery in 2010 and the integration of the FedEx SmartPost business in 2019.
Raj Subramaniam commented on Ray’s appointment, emphasizing his essential role in leading the Network 2.0 initiative and unifying the leadership teams in Surface Operations. „His extensive experience, collaborative spirit, and operational guidance will be critical in creating long-term value for our customers, team members, and shareholders,“ said Subramaniam.
The leadership teams of Surface Operations will report directly to Ray. There are no plans to backfill the position of President of Surface Operations.
