The UNECE Committee for Inland Transport (ITC) has initiated the operational phase of the Uniform Railway Law (URL) at its 88th annual session. The aim of this initiative is to strengthen international rail freight transport through the full implementation of the Convention on the Contract for the International Carriage of Goods by Rail (URL1), as reported by the United Nations Economic Commission for Europe (UNECE).
As part of this decision, an expert team has been established, which will operate under the Working Party on Rail Transport (SC.2). This team is tasked with developing the necessary tools to make URL1 operational in daily rail transport. Among the first tasks is the creation of a consignment note model and a corresponding implementation manual. These measures are intended to ensure a consistent and legally secure application of the new regulatory framework in cross-border transport, the committee states.
