This honor took place during the annual commemoration event for Black History Month on February 21, 2026, at the Michelle Obama Neighborhood Library in Long Beach. The event recognized individuals who have made a lasting impact on the community.
Commitment to Sustainability
Cliatt was recognized for his leadership and commitment to a more sustainable San Pedro Bay region. Under his leadership, PHL has introduced the first zero-emission locomotive in the San Pedro Bay port complex. This is part of PHL’s efforts to reduce emissions through modern technologies. For nearly three decades, the company has been dedicated to modernizing operations with more environmentally friendly solutions that promote sustainability and drive regional innovation.
Peter Gilbertson, CEO of Anacostia Rail Holdings, the parent company of PHL, praised Cliatt’s commitment: “Otis’ leadership reflects a deep commitment to innovation, operational excellence, and environmental responsibility. He is a key member of a team at PHL that has not only transformed rail operations in the port complex but has also created significant environmental benefits for Long Beach and Los Angeles.”
