Feb 12, 2026 at 9:16 AMSheila Ballesteros McLean has assumed the position of Chief Financial Officer at SeaPort Manatee. With 27 years of experience in public sector finance, particularly in Manatee County, she brings extensive knowledge to her new role.
Prior to her appointment, McLean served as Chief Financial Officer and Director of Financial Management at the Board of County Commissioners of Manatee County since 2022. She began her career in 1999 as an accountant in the finance department of the Manatee County Clerk of Circuit Court. Mike Rahn, Chairman of the Manatee County Port Authority, describes McLean as a strategic and results-oriented CFO with comprehensive expertise in municipal finance management, budget planning, capital planning, debt management, and regulatory compliance.
Carlos Buqueras, Executive Director of SeaPort Manatee, emphasizes that McLean’s familiarity with Manatee County, combined with her extensive financial knowledge, makes her a valuable asset to the rapidly growing trade port.
McLean holds a Master’s degree in Business Administration from the University of Sarasota and a Bachelor’s degree in Finance and Accounting from the University of Puerto Rico.
SeaPort Manatee, located at the entrance to Tampa Bay, serves as a key hub for emerging markets in Southwest and Central Florida. The port offers direct connections to the Interstate 4 distribution corridor and features ten deep-water ship berths. Annually, the port generates an economic impact of $7.3 billion and creates over 42,000 direct and indirect jobs, without relying on local property tax revenues.
