The Federal Office for Logistics and Mobility (BALM) conducted further targeted inspections in July 2024 focusing on compliance with cabotage regulations, monitoring of regular weekly rest periods, and Technical Roadside Inspections (TUK).
(Köln) On July 1, 2024, BALM carried out nationwide targeted inspections regarding the monitoring of regular weekly rest periods at 28 inspection sites with 73 enforcement personnel from traffic control services. During the inspection actions on July 10/11 and 24/25, 2024, compliance with cabotage regulations was monitored at 38 and 33 inspection locations respectively, with 134 and 139 enforcement staff deployed nationwide. All inspection actions were accompanied by technical roadside inspections.
In the Munich branch, the inspection actions on July 10/11 and 24/25, 2024, were supported by Bavarian traffic police inspections.
Selection of Inspection Locations Based on Traffic Volume
The selection of inspection locations was based on expected traffic volume, findings from previous inspections, and experience from enforcement services. It should be noted that the results of targeted inspections are generally not representative and therefore do not allow for reliable conclusions about the overall situation.
Relevant Inspection Results in July
On July 1, a total of 245 vehicles were inspected across all legal areas. Of these, 84 vehicles were checked for compliance with cabotage regulations, 237 vehicles for compliance with regular weekly rest periods outside the vehicle, and five vehicles were examined by technical experts for technical deficiencies. Three vehicles were found to be in violation of cabotage regulations, and 23 violations related to the prohibition of taking regular weekly rest periods in the vehicle were identified. Among the five vehicles checked for technical deficiencies, two technical deficiencies were discovered.
During the inspection actions on July 10 and 11, a total of 614 vehicles were inspected across all legal areas. 552 vehicles were checked for compliance with cabotage regulations, 96 vehicles for compliance with the regulations regarding taking regular rest periods outside the vehicle, and 33 vehicles were examined by technical experts for technical deficiencies. 23 vehicles were found to be in violation of cabotage regulations. Eight violations were identified regarding the prohibition of taking regular weekly rest periods in the vehicle. Among the 33 vehicles checked for technical deficiencies, twelve technical deficiencies were discovered, including four in the area of lighting and three in the area of chassis and bodywork.
During the inspection action on July 24 and 25, a total of 755 vehicles were inspected across all controlled legal areas. Of these, 700 vehicles were checked for compliance with cabotage regulations, 66 vehicles for compliance with regular weekly rest periods outside the vehicle, and 59 vehicles were examined by technical experts for technical deficiencies. 26 vehicles were found to be in violation of cabotage regulations. Twelve violations were identified regarding the prohibition of taking regular weekly rest periods in the vehicle. Among the 59 vehicles examined for technical deficiencies, seven violations were discovered, including two each in the areas of brakes and lighting.
A total of approximately 135,009 EUR was collected in security deposits during the targeted inspections in July, considering all controlled legal areas.
Inspections Will Continue
The nationwide implementation of inspection actions focusing on cabotage, monitoring of regular weekly rest periods, and Technical Roadside Inspections by the Federal Office for Logistics and Mobility will continue.
