Oct 28, 2023 at 8:00 PMThe feasibility study “KV-Stat” aims to identify data needs for Combined Transport (KV) from market participants and public authorities, and based on this, to develop a technical requirements catalog for the creation of a demand-oriented, intermodal statistical platform.
(Berlin) Combined Transport (KV) is considered an environmentally friendly transport system by utilizing mass transport means such as freight trains, inland vessels, or short-sea shipping for the main leg, and trucks exclusively for short distances in the pre- and/or post-haul. Due to the multi-link nature of intermodal transport chains, transshipment terminals serve as system interfaces, whose main function is the transshipment of the transported loading units between the modes of transport. This connection of at least two modes of transport and terminals along an intermodal transport chain complicates the statistical analysis of goods flows in Combined Transport.
Despite the good data situation regarding freight transport in Germany from statistical offices and large amounts of internal company data, the publicly available data on Combined Transport is incomplete. However, broad data availability is important for strategic decisions and success control of measures. To promote the use of Combined Transport as an environmentally friendly transport system, more data transparency is needed in the current development of KV.
The feasibility study “KV-Stat” aims to change this and improve the data situation for Combined Transport: more spatially relevant and current data on KV as well as the intersection and harmonization of selected, KV-relevant private and public data. The result should be a technical requirements catalog for the development of a demand-oriented, intermodal statistical platform.

The project “Feasibility study for the development of a statistical platform for Combined Transport – KV-Stat” is funded by the Federal Ministry for Digital and Transport (BMDV) as part of the innovation initiative mFUND with a total of 163,569.67 euros. The results are expected to be available by early 2025.
The goal of the feasibility study is to assess the need and technical feasibility of a KV-specific statistical platform as a complement to existing publicly available statistical portals. A demand-oriented solution for a suitable overview of current and relevant developments in KV is to be discussed, thus creating added value for both the KV industry and public authorities and politics. The following sub-goals are pursued in “KV-Stat”: 1) Identification of the KV data stock based on German and selected European public and private sources, 2) Development of a demand-oriented data catalog for KV, 3) Examination of the feasibility of data collection/generation and the willingness to provide data, and 4) Determination of the technical feasibility/architecture for the development of a demand-oriented, intermodal statistical platform.
Participants for the study sought
To achieve these goals, the involvement of KV actors and public institutions/offices is of high importance. Therefore, several participation formats, such as expert interviews and workshops, are planned in this feasibility study. Already at the digital kick-off event of the project on October 11, 2023, 20 external participants, including terminal operators, KV operators, statistical offices, senate administration, transport research, and BMDV, were present.
