Jun 1, 2023 at 4:21 PMThe Federal Office for Customs and Border Security (BAZG) is launching the first phase of the new goods traffic system “Passar” on June 1, 2023, which is one of the central elements of the digitalization and transformation program DaziT. Passar gradually contributes to simplifying and accelerating cross-border trade in goods. The phased transition from the previous IT systems to Passar has been coordinated with representatives from the economy.
(Bern) The first phase of Passar (Passar 1.0) can be used from June 1, 2023, for the digital processing of transit and export of goods. The import of goods into Switzerland and other special procedures are part of the second phase of Passar (Passar 2.0) starting in early 2025. The introduction of Passar in several steps and the parallel phases with the existing freight systems NCTS and E-dec have been established in close consultation with representatives from the economy to minimize the transition efforts and risks.
One-time Registration in the ePortal
After a one-time registration in the ePortal, companies can independently manage their own data. One of the key innovations is that the goods declarations in Passar only become legally binding upon crossing the border through the so-called activation; until then, they can be adjusted without restriction. This simplifies processes, increases flexibility, and reduces administrative effort. To further expedite border crossing, the already established Activ App is recommended, which enables automated activation. In such cases, goods transports may use the existing fast lanes and will generally only be stopped at the border if an on-site inspection is necessary.
At the same time as the introduction of Passar 1.0, Switzerland is timely implementing the new reporting format of the European Union in the area of transit (NCTS Phase 5).
Systematic Simplification and Comprehensive Digitalization
The systematic simplification and comprehensive digitalization of all customs and duty assessment processes is a central goal of the transformation program DaziT. The first phase of Passar simplifies and digitalizes customs processes within the framework of applicable law. Further simplifications and benefits for procedural participants are planned with the second phase or after the revision of the legal foundations.
